Much as I like that response in answer to it's question, that one sentence got me thinking... 'We want you to be able to join the PvP battle the moment you enter the world' - so why is the system still in place that makes it almost impossible to face off a freep until Rank 3, and means that you can't be a serious threat until about Rank 6?
So I suggest that the first introductory quests are changed, and boost you to an initial Rank 1.
Second, there is a quest chain that takes you through the different control points (not outposts) available after the introductory quest chain is completed that increases infamy to Rank 2.
Lastly, a third quest chain only available after the first two are completed that introduces you into PvMP solo and raids. This will take you to Rank 3, ready for action.
This way, instead of having to grind your way through the first few ranks, constantly in fear of all freeps, that you should get an initial introduction to the 'moors that will in some way prepare you for full out PvMP.
What are peoples thoughts on this?

Is this why all the PvMP players are telling me I need to do nothing but PvE quests until I get to Rank 6?
I'm not a big PvMP player, so I'm not really wedded to any given idea, but I do think PvMP needs to be drastically changed so that Creep players aren't stuck doing boring PvE quests just so they can fight.
Edit: the OP's idea is interesting, but I should also point out that until more Free Peoples are in the 'moors, it's not going to change much.

Wouldn't mind a Starter zone, with relatively high rewards,
but only available to max rank 4 players.
You wanna get into the fray, keep walking.
Wanna ADD something to said fray, do the starter area quests first.
Both for Creeps and for Freeps, because my Guard's morale pool
is dropping faster than any Creep I've been hitting... :P

Notice that he said you can enter the fray immediately, NOT that you will be successful or effective at it.
