Add a legendary item barter npc that allows you to barter 3 Star-Lit Crystals for Greater Major Legacy replacement scrolls (of the same Max lvl) that can replace a minor legacy with a major legacy. This would resolve the unfortunate outcome of 3 reforges on a first age that result in no additional major legacies and having to try again, and prevent having to wait for another WSotEK with the miniscule hope of obtaining the desired outcome.
I think a better solution would be to create the scroll as item that you could get as a very rare drop. Or buy in the Lotro store for 2,500 points or so.
