Going VIP rents two slots. When VIP ends you lose access to the two slots. If you then have more characters than slots, you are able to choose which to disable.

If you’re starting out as a play for free player then you go from two to five character slots per server. If you end your VIP account you become a premium player which give you three character slots per server.

However, the two characters you made in those slots while they were open are not destroyed. If you choose to buy another character slot, you can choose to reactivate one of those characters and it will have all the perks it had through being activated whille your account was VIP (trait slots, swift travel, etc.). If you later buy another character slot and choose to make an entirely new character, it will not have those perks.

I would try ViP for at least one month just to see if you like it or not. If you don't it's only $15 that you lose. I have heard other people say that it's good to go ViP so you can be premium but I haven't ever been F2P or premium so I'm not sure what the benefits are.

Are you buying a 60 day card? For about the same price, you can probably find a copy of the Mines of Moria xpac somewhere, which will give you access to Moria (when you get up to lvl 50) and I think the box set still comes with 2 extra char slots, which would mean 7 char slots for a month, than back down to 5 when you revert to premium. (Hopefully someone can confirm you still get 2 slots with MoM.) Once premium, always premium. Any xpac comes with 30 days VIP time.
If you plan on staying a while, you might look at the getting the Isengard Legendary pack which includes
Access to the Path of the Fellowship Quest Packs including Trollshaws, Eregion, Lothlórien and Moria plus the Mirkwood Quest Pack as a special bonus & 1,000 Turbine Points for use in the LOTRO Store
Last suggestion, and most important.....if you have patience to wait about a week or two, Pax East is coming up next week, and from the hints on the forums, Turbine will probably announce the pre-order for Rohan, with lots of pre-order deals, probably including things similar to the above Isengard Legendary pack.

Yes, at low level the MoM box is definitely the best way to go right now, if you can find it for a decent price. Not only do you get Moria and 1 month VIP, but you also get Warden and RK, plus two extra permanent character slots. MoM + ROI Legendary Edition (currently $25) is enough to get anybody to 75 assuming you are using the TP you earn in game to fill the gaps on necessary QPs. I am excited to see what they offer up for RoR pre-orders though.
