I came back, Turbine made me VIP, and I had stashed a ton of points. I unlocked RK (so happy its exactly the kind of class I wanted!) then proceeded to unlock all quest packs.
Do I still need to get expansions? Is there anything critical I will miss at endgame, with just quest packs?

As a lifer you cannot unlock regular quest packs. What you have purchased are parts of an expansion.
You should purchase
Expansion Quests: Moria, Expansion Quests: Mirkwood Expansion: Rise of Isengard.;
Consider picking up warden.
Everything else is very much gravy. Shared storage is a popular choice.

Although you can buy the full expansion if you just bought the RoI quest pack, the extras from the expansion are also sold separately, and I assume would be less than buying the full expansion. But take a look, you never know!

Do the math. You also need Skirmish soldier Rank Upgrades 15,25,35. And RoI Instances. If those line items all add up to less than the expanion. get the expansion. Also consider calling filing a ticket, and then calling turbine up when they're open and seeing if they can refund you the difference. (The ticket to document how quickly you noticed it..the phone call when they're open to try and fix it )

You would have saved some TPs by buying the Moria EXPANSION instead of the Moria quest pack, since the Expansion includes both the Runekeeper and Warden classes.
I really like having Shared Storage to transfer items between characters. I am also LOVING the Premium Wallet; you can store the flowers you pick in it!
There's nothing else you will critically miss. I watch for sales; that's when I might buy more storage, or more vault space for my high-level characters who have maxed out what you can buy with in-game money. There are things like Revival tomes and Relic-removal scrolls that you might find useful if you have the spare TPs.
Oh, and I usually get too impatient to wait for level 20 on my alts and buy the Riding skill for them.
If you haven't bought anything yet, or still have some xpacs to buy and can hold off a week or two, E3 is coming up next week and the blue names have strongly suggested that there will be an announcement about Rohan, probably about the pre-order and anything that comes with it.
Shared storage is a must if you have a lot of alts. Another thing that's nice is the hurried traveller buff - it lowers the cooldown on your milestone to 30 minutes instead of an hour. An extra milestone may not go amiss either, though it's on the same timer.
I got spoiled with my warden (wardens can port around without cooldowns), so now my most played toons (non-wardens/non-hunters) get hurried traveller by 25 or 30, it's just easier that way.
