"Split Shot's damage was always higher then intended, but the Oil did cause a reduction in it's induction. We are working on the problem. After the fix, Split Shot's damage will be the current oil version, but it's induction will be the non-oil version."

No skill's damage should be affected by the oil change; only the damage type should be affected (IE Beleriand Damage --> Fire Damage). This is a bug, not WAI. Also, the fact it is not reset by Rain of Arrows depends whether the trait bonus/armour bonus originally intended to reset both skills on a critical. If so, then it is indeed a bug, but I never got the armour set that affects Split Shot.
The induction was reduced with U7 and again should not be affected by the oils. Split Shot should have the same induction time as Quick Shot.
This is only on Split Shot, right? I didn't realize people actually ever used it.
If I'm in an AoE fight and RoA choose to ignore all odds (10 targets, 25-30% crit chance and 10-15% dev chance) and does not give me one crit, I usually use Split Shot for a chance of getting a crit so I can keep on spamming RoA
