I don't think the Valar actually created animals of Middle-earth and even if they had, only Morgoth's evil resulted in beasts that had claws. So eagles would have been unintentionally made by Morgoth's influence.
You're right. Iluvatar created the Great Eagles, as well as the Ents, but ALL that was done was part of the Song of the Valar that they sang before Iluvatar. The part of the Ents was sung by Yavanna, while her part also joined with Manwe's part and soared through the skies.
But what you propose does not fit the lore at all. Tolkien wrote nothing about *lesser great Eagles* The Great Eagles are of Manwe, they are not a taxicab.

He wrote nothing about a ton of other things either. Doesn't mean they aren't in-game.

That's pretty much sums it up. The lore for LotRO is much more fluid than the lore for LotR and not really much of a threat to the canon.

Yeah, those were the spirit ones. What about average, run of the mill eagles? I can only assume they were made during the time that all the other predatory animals were made through Morgoth's presence.

The only problem I see with eagles is their size, for them to carry a human they would have to be like "Great Eagles" thus lesser eagles might be the offspring of greater eagles, that is the main problem I see with lore.
Lore Master uses a eagle though, that might be the one that can be used?

I think I once worked it out that the Eagle would have to have a wingspan of just over 20ft and so they'd be a little over 5ft tall. The in-game Great Eagles are much larger than that.

The average, run of the mill eagles would be exactly like those of our own world, since Middle-earth *is* notionally 'our' world.
Melkor's handiwork ran to 'monsters of horn and ivory' that 'dyed the earth with blood'.
Fortunately it's just talk. I think it's as likely to happen as everyone doing a quest that gives them an exact duplicate (power and all) of the One Ring. Not gonna happen.

Whenever I see flying mount thread, its always eagle this, eagle that. Why eagles? I saw a suggestion to use african swallows (hobbits and dwarves could use european ones). Or maybe flying fish? you could use them in the sky or underwater!!!!!!
But I suggest we use pterodactyls for the flying mounts...

Eagles just seem right also they hate orcs and goblins in LOTR lore.

No no no. Flying squirrels. Who wouldn't want a flying squirrel named RockY?
Or, we could upsize the flying monkeys from The Wizard of Oz to flying gorillas. That'd work as well, and it wouldn't break the lore any worse the eagle taxicabs.

"When word of this thing reached the Nazgul King in his palace at Carn Dum,
He drew his sword with a naughty word and he called each serf and groom.
The Angmar host marched on Fornost and swore they'd not come back till
Their King could see Arvedui flee from his trusty pterodactyl."
I think pterodactyls are taken. And that if your tongue were any further into your cheek, it'd be wriggling out your ear.
I do not know he has that new exercise rig whats it called.....
Oh Yeah old man lays on board on wheels and pulls ercise
Good point. But then, there is a way to win the game immediately. Swoop into Lothlorien on your Chuck Norris mount, steal the Ring of Adamant from Galadriel, fly over to Mordor and kick Sauron's rump. (Since he has not recovered the One Ring. It'd only take a little adjustment to the lore to make her ring powerful enough to stomp Sauron in his weakened state, )
We win and all get to go home.
