I'm not a great racer. Don't even bother to try running on the boards. But in the Yule and Anniversary festivals, after a practice run or two (losing), I was able to win most every time. This festival I'm losing almost half the time. There has been some lag on one or two runs, but no noticeable lag on the rest. The timer just seems to run out quicker.

Has anyone else noticed this or is it just me?
I believe speed while jumping changed since Anniversary Festival.
There was a patch some time ago (Update 5.1? 6?) where jumping on horseback changed so that it didn't slow you down. Taht made the races easy. As of the latest patch, there is once again a slowing effect to jumping. This will make the races a bit tighter... but it is still definitely possible to do it.

No wonder I am having an easier time running races now than in the last few Festivals! Seriously, in my case, prior to this current Festival, with the faster jump speed and the bridge speed buff I could not time the multiple fence jumps properly and invevitably ran into one or more fences. The solution I discovered towards the end of the Anniversary Festival was to spin the mount sideways and zig-zag from hedge-to-hedge.

i thought at least 1 successful board run was needed to finish on time.i did notice on the 2nd shire boards that it will sometime trigger the slowing effect if you land on the rock area at end of board

I NEVER bother with the high-level route, always just plough through the mud both times. Have a 95%+ success rate in The Shire. Have never managed to do the Bree course successfully.
Re: Is the race timer shortened for the spring races?
I actually thought they extended the timer... I've run the Bree race 3 times and normally I lose it nearly every time (can never manage the boards, always take the mud route) but I've won every race I've run this festival with plenty of time left over. Maybe I've just actually finally gotten the Bree track down!
Re: Is the race timer shortened for the spring races?
During the Anniversary I could run both tracks with a short amount left over, the Shire one was tougher. Now, I can still do them barely and the Bree track is tougher.
