I'm relatively inexperienced, and I can empty a mag at a target that's only 3 inches across and hit it every time from 20 feet away. An officer trained to use his gun should have no trouble putting his bullets where he wants them. It seems scary, but the eaten man wasn't in much danger from the cop.

Probably not, at least not safely.
I mean, if you see what appears to be a naked person eating another person, as a cop you're going to assume high levels of drugs are in that person's system. That means they're probably immune to pain, so normal restraints and deterrents aren't very effective. In a crazed state like that you don't want to get within reach of the person, either.
Personally, I would have tazed the freak, but it's possible the officer didn't have a tazer. The first shot (which apparently didn't help) was probably meant to disable the guy or scare him off without killing him. It sounds like the officer only killed him when that didn't work.

Well, I did get my - what we called - "golden" marksmanship badge back in the day in the army, although the pistol was the worst for me. However I was more thinking in terms of rules of engagement.
Anyways, I wish the cop the best - likely a very unique experience to say the least.

My advice, don't do cocaine, the man eating the other man's face was probably under that effect, they tend to remove their clothes to cool off, this guy turned into a complete zombie....just don't do cocaine.
