I think this is a myth. People get banned for other things but then claim it was merely for complaints. I've been to that "other" web site and yes they complain a lot but they complain rudely. But it gives them something to do I guess...
Don't stop complaining because of worries about this. Keep up complaints or nothing will change, just do it politely and respectfully.
We have a full time staff of onsite translators. All native speakers of either German or French. Some trilingual (German, French, English). This is part of our effort to improve translations for both LOTRO and DDO.

The way I've heard it recounted is that it came out, "The Vodka is good, but the meat is rotten." Pretty much the same, of course.
There is also reputed to have been an English-Chinese-English machine translation program that was fed an Engineering treatise on the hydraulic ram and when it got back to English it was discussing a water goat.

Or they got banned for (repeatedly, persistently) complaining about a disciplinary action on the forums, or complaining about another player's behavior in-game, ON THE FORUMS. Both against the CoC. If I've seen one thread beginning "I got banned and I didn't do nuttin'!" I've seen a hundred, and they get closed -- sometimes deleted -- pretty darned quickly. The CSRs are good at their job.

Well, that could theoretically be a truthful statement. If "his friend" got banned, truly and sincerely banned from the game and the forums for repeated and egregious CoC violations, he can't post for himself, so he gets his friend to complain for him.
Always assuming "friend" isn't just a sockpuppet under a new forum name. It's possible.
Yet another GM policy that needs updating is their rule on what can be mediated.
I purchased the wrong piece of gear in the Moors: a mistake, and a 4k waste. The GM refused to reimburse me based on their policy, so I could get the proper piece. They have done it before, too: it's just that this time, it wasn't precluded because of class. It doesn't make any sense, to NOT help. 4000 Commendations, down the drain.
Why WON'T they? I just don't get it. They have the ability to fix these things. It's infuriating. It doesn't make any sense.

Your answer is there. They used to have leeway. But players would complain bitterly if a GM did not help but they heard that a different GM had helped in a similar situation. Ie, GM sometimes help and the players get mad. Solution is now GMs never help, period. There's a strict set of things they can do and GMs are not allowed to use their own discretion.

Were you unable to equip the piece that you received (insufficient rank, etc)? If so, submit another ticket, because they do include items that are unable to be equipped under the standard 'three items per account per year' refund policy. http://support.turbine.com/ics/suppo...?questionID=78

I suspect this is correct. They aren't going to commit to fixing a ton of stuff in writing, because they cannot control their costs that way - and this game is far cheaper than many MMOs are, so controlling costs is a huge deal.
That leaves them with option A) Help people above and beyond the call of duty when they're not too busy handling other tickets (resulting in inconsistent service), or B) set a policy that forbids them from doing extra stuff (but having a consistent service for everyone). They seem to go back and forth some, but judging from recent complaints, it seems they've headed more toward B).
