Alright so im planning on becoming VIP and i realize that there are a lotttt of quest packs offered to you when becoming a VIP. I will be level 40 when i purchase VIP so which quest packs/areas of quests should i do? I dont want to do the questing pack areas that are for level 32-50 because of them starting at level 32 or really just because they are below my level. So, at level 40, being VIP, which quests packs do you recommend I do? Anyone with suggestions on this would be greatly appreciated!
The following is from a dev statement and reflects the region design parameters for levelling. How you play your character, how you've equipped them, and what class it is can vary this:
Newbie (Pre-Raid Archet/Pre-Tomb Thorin's): 1-7(8)
East Breeland(Archet/CombeStaddle), Ered Luin, The Shire: 5-14
Breeland: 14-22
Lone-lands/Western North Downs: 22-32
Eastern North Downs(Includes Ram Duath), Evendim, Northern Trollshaws: 32-42
Angmar/Forochel/Misty Mountains/Southern Trollshaws: 42-52
Eregion/Pockets of Content Throughout Eregion: 52-55
Moria/Lothlorien: 52-60
Mirkwood: 60-65
When you become a VIP you open up a lot of options for the 40s. When I get to that level, I tend to go all over the map because: a. There are lots of fun quests for that level range, b. I like to follow the epic quests on level, c. There isn't an Evendim-ish single zone for that range, and d. I like to earn legendary traits asap. That said, I would recommend a path where you have the most fun.
I also like to go to different zones for different alts, just to change things up.
Here's a good path:
40: Trollshaws (Tal Bruinen). Finish book 4, and do the quests at Echad Candelleth for fun (there is a wonderful solo instance there at the end of a quest chain) and for a fantastic 3piece equipment set.
41-42: Misty Mountains @ Gloin's camp. Do Book 5 and quests in that area. You will get page drops for your first 3 legendary traits. When youI run out of quests, repeat the instance with Gimli until you have 4the pages from each book (@ the Rivendell reflecting pool).
42-45: Angmar. Do book 65 and do all the quests you can at the earth kin camp and Aughaire. The group quests are fun if you can find some other people. You get the other 4 pages for your legendary traits from this zone.
45: Go to a class trainer to get your class quest and go to Echad Dunann to start Volume 2 book 1. Do this quest until you have you.r first legendary weapon. When you get to the point when you need to get the weapon to level 10, do some skirmishes and get to level 46. Finish v2b1 to get your legendary class item. Then do as much of your class quest as you can.
46-50: Forochel.
Or 47-50 Eregion.
50: do the rest of vol 1, or just do some and move on into Moria.

I do not love the bright sword for its sharpness, nor the arrow for its swiftness, nor the warrior for his glory. I love only that which they defend. ~ Faramir
this from above,
Angmar/Forochel/Misty Mountains/Southern Trollshaws: 42-52
no one area will be good, need to bounce around a lot. At 45 do the quest to get your first legendaries then just level them to moria (now 47).
Agreed, I tend to pop around a bunch during the 40s, and that will work especially since you're going to be VIP and will have access to all the quests at that level. If I'm going to be leveling quite a few alts, I might designate them with a particular region or two, so the content doesn't get old. For example, one character I might make particularly fond of snowy places, and level mostly in Forochel and Misty Mountains. Another one might stick to Angmar. Someone might be a completionist in Trollshaws and finish all the quests there that none of the others have done all the way through. There's more than enough content to get through the level range.
It might be easiest just to continue the epic quest line, or pick it up at your level if you haven't been doing it, and see where it takes you. If you find interesting quests nearby, that's a clue for where you can stick for general questing.
