I'm hoping that some of you could help me out with these things (and yes, i searched the forums but wasn't able to find any useful information on legacies, only on builds). Anyway, to cut a long story short I'd need to know what legacies and relics i should go for on my weapon and tools in the following circumstances;
1. Mostly doing raids with full group (i.e. all classes present).
2. Maximum dps and use swap weapons/tools for legs that does NOT improve your dps.

Subte stab damage multiplier/Suprise strike damage (I prefer the second if you have the pvp set). Both if you have 4 majors

Skills crit multiplier
Positional damage
Addle cd
Aim cd (not really important)/off hand crit/vitality
Agility
Addle induction multiplier
-Swap tools with Inc. and outgoing healing relics
Glee healing
Glee pulses
Hips cd
Sneak speed

Dagger - Feint Attack CD(if you run 5 QK most of the time)
Bleed DMG multiplier & Cunning attack stack - useless in killing trash, good for long boss fights (though not necessary)
Positional Surp. strike dmg - good rather for pvp but still very good for killing trash and with combination with Feint Attack CD
Critical response skill dmg
Subtle stab dmg & crit multiplier - If you have any points left, spent it here
Tools - Skills critical multiplier - must have
Positional dmg - must have
Addle Cooldown
Aim cooldown - good in combination with trait and Dinhigil set+ Dev. crit. magnitude relics
Off-hand critical chance - if you have any points left spent it here
RELICS: choose those with ICPR, Crit and Morale - But I like those with Dev. crit magnitude and Attack duration though

I'm pretty much wondering the same thing as OP.
New to burg and wondering why Davastating critical buff duration is not listed. I got it on my first bag - that I care about my 75 2nd ager - while I'm leveling I really don't worry to much about what is best - So now that I've made my first lvl 75 bag and it has Devastating crit buff duration -- why is this no good?? It also has positional damage, addle cooldown, and none enrage tricks duration.
I figure the tricks duration is to be replaced with Skills crit multiplier -- but do I really want to replace the dev crit buff and if so with what.
For silver legs have Hips cooldown and stealth level. Should I move hips to a clickie and put addle induction mult on it??

It's an issue of math, something that offers a chance of increased damage for a brief time isn't as much of a benefit as something tangible. Increasing the time that you might get a bonus if you devastate within that duration means most the time you get nothing.
I would add the Addle Induction Multiplier, I also have Gamble Chance so my AoEs do more damage (but I have four majors). One of the great things about Addle Induction Multiplier is not only does it make interrupting easier, it means MOBs are wasting time in inductions longer, not doing damage to you.

Your Devastating-Buff is up 100% in Raids - 30s duration without Legacy (correct me if I'm wrong) -> you need 1 Dev.-Crit at least all 30s to hold the buff - with a Dev-Chance of 10% that means: If you Attack with 1 Skill/Second (I think this is far to low) there is a chance of 3% that 30 Attacks didn't Dev-Crit... (0,9* 0,9^(x) (x= Number of Attacks, 0,9= Chance for not getting a Crit))
50 Attacks and you have 0,4% Chance for not getting a Dev-Crit...
with the ToO-Set you get a Dev-Crit all 60s/50s with Aim, and with the PvP-Set you have 30% Dev-Chance...
This is great information.... I found this thread when looking for any information on burg legacies (mine just hit 45 and I'm looking forward to start getting legendaries very soon (within 2 weeks - depending on my time available) - anyway, I have taken notes from the above suggestions for a dps weapon... but what are the good legacies for grouping and raiding? (I guess a CC weapon??? do burgs do this??? I have a 75 RK who has two sets so it would make sense to me but I don't know) any advice is great - my thanks in advance!
