I think I know the answer, but before I take the step of deleting and starting over, I'd like some confirmation.
I'm missing 2 or 3 of the last steps of the introduction quests and have left the introduction area. Verified this by reviewing my quest completion against the introduction quests listed on various sites. I do not have the Novice trait. I cannot buy the Riding trait. I cannot use Milestones to bind.
I've googled outside of these forums and have searched the forums for roughly a week. I can find no information that specifically tells one, "If you leave the introduction area without the Novice trait..." All information seems to be in lock step and simply assumes everyone completes the introduction.
Is there another option to obtain the Novice trait? Or do I need to delete my character and start over?
The novice trait is awarded after you leave the Introduction. There is a race specific NPC in the real world that you complete a quest with to get the trait. Humans I believe he is up in Archet. One of the guys that survived the Burning of Archet.
Note: Changed the starter experience many times. I am not familar with the current incarnation. I do know there have been some problems in this area for certain races. Apparently the only way to get the Novice trait is buy it in the Lotro Store. Or get a Game Master to give it to you. Or play a different race. Can't say whether it has been fixed or not.

I was able to look up the quests required to gain the Novice trait. The NPC I'm supposed to visit for the Novice trait, does not provide the quest or any option of award. I'm guessing he is not offering it to me because I failed to complete the last 3 quests in the introduction.
Afaik, you can only skip the non-essential quests.
If you fail to complete the obliged quests,
you shouldn't be able to leave the intro instance,
because you only get ported out as soon as you
finish the last instance...
If you HAVE left the area without finishing that
instance, please tell me how..
I'd really like to know...

I'm curious, do you recall how you got out of the Introduction area without completing the Intro chain?
Knowing this might help us narrow down what exactly went wrong with your character and lead us to the best way to correct it.
Depending on your level, it may well be easier just to delete and start over
Just remember.... The last Quest in the Starter Instance will tell you ... IN BOLD RED LETTERS ..... something like:
This is the last quest in the starter area. If you have any quests not completed then it is recommended you finish them before proceeding. As you cannot return to them later
The quest giver will also list the rewards ... Map Home and Novice Trait
You collect these by speaking to the guy at your homeland... The first area You spawn in after completing the quest.
He is usually the first ring you see
I think what may have happened is (and I have seen it done)
You completed the instance and were ported to the Real World ... then merrily picked up some quests from the NPC's there.
But forgot to speak to the NPC to close the starter Quest Chain

Some of my friends have made this mistake. Or worse yet, cancel the quest after getting into the full world. IIRC - The human NPC is Jon Brackenbrook. The Hobbit one should be in Little Delving. Elf in Celondim. Dwarf is up in Thorin's Hall ares - maybe near the Statue at Ferrin's Court.

According to Lotro Wiki, the introduction quests go like this (there are many more, I'm only providing the final relevant quests):

[5] Instance: The Assault on Archet
Lotro Wiki also adds these two quests after the list of intro quests:

Neither of those two quests are showing completed in my quest log. I've been to both NPCs and they will not provide the quest. By the way, I'm a Hobbit Burglar.
This is my third character. I stopped playing about 5 months back and just came back. The Hobbit was out of the intro (when I came back a couple of weeks ago) so I cannot say for sure how I left the introduction at the time. I do remember the warning about not being able to complete quests not completed, but I was sure at the time I had done all the necessary quests as it was my third time through. I'm pretty sure I spawned in Little Delving, but again there were no NPC's giving the necessary quests or I simply missed it. Going back for the third time now to see if there is something in Little Delving.
If I recall correctly, there is a letter that you receive (not sure if it comes in the mail or was automatically placed in inventory) once you left the introduction that gave the final part of the quest where you need to talk to the NPC and receive the Novice trait.
I suppose it could be possible that the letter was removed from inventory before it was used to start the quest.

Ok, no quests in Little Delving. Mundo just stares at me...
That might be the key... After a 5 month absence, I did return with quests and titles removed "due to (changes to the game)"
