    Opponent vitals blocking quickslots

While rearranging my UI I moved self and opponent vitals just above my quickslots. Opponent vitals panel seems like it's taking up twice it's size vertically, since it blocks my quickslots only in the first row and not the other rows (Ctrl, Alt, Shift rows).

Is there a way around this?

Each UI element is a different size.

You have to move the offending UI element so that there is no overlap. There is no resize UI element functionality.

When the UI is unlocked each element will have a frame outline around it when you grab the handle. That way you know exactly what chunk of the screen real estate the UI element is going to use.

Note: In some cases, you can resolve the issue by increasing your screen resolution. The UI elements are a fixed number of dots. As the screen size increases, you have more room to spread the elements out. They are smaller and harder to understand.

This is exactly the problem. Opponent vitals panel has a defined outline around it but it blocks buttons twice the size vertically. The outline ends before the Shift quickslot bar but blocks the 1-= bar. The weird part is, it doesn't block anything in the Shift, Alt, Ctrl bars but only the one furthest away which is on the toolbar.

You need to write a bug report
    http://forums.lotro.com/new_bug.php?
because the frame outline is the wrong size. You will need to move the UI element so there is no overlap. This problem will join its buddies as bugs in the UI that we have to deal with as best we can. At least this one is solvable. Some of the others are not because they are internal to an UI element. There is one in the fellowship UI element where some displayed information will be rendered behind other parts of the UI element.

Yes, but it's kind of a pain. By default, Turbine's unit frames are centered-ish in a hugely oversized "footprint". In order to correct this, you have to either create or edit a custom UI skin to resize that "footprint", then manually reposition every element within that frame so it displays where it's supposed to.

If you're up for tinkering with a custom UI skin yourself, you can check out the .xml file for my Black Fade UI skin for an example to work from. I'll warn you right now, though: I haven't played in two years and I'm not sure if the skin still works or not. Regardless, the changes I mentioned are in the SkinDefinition.xml (for either version of the skin) under Player Frame Positioning and Target Frame Positioning, and should give you a decent idea of what you'll need to track down and edit.

I believe the reason opponent vitals takes such a big chunk of screen is to reserve room for a raids worth of debuffs and dots. I wish the buff/debuff icons were in a separate frame, so you could put them on top of the vital frame, or anywhere else you want them.

Even considering that there's a lot of wasted space in the default frames. They could easily be 2/3 the width and maybe 3/4 the height without having any impact on functionality.

One thing I did find while gutting and rebuilding the unit frames is that buttons and graphics will display outside the "footprint", but you lose mouseover tooltips/button functionality on anything that's fully outside. Works the same way for the minimap, and probably other stuff, as well.

    mid-game

I have this same problem...sometimes. Sometimes the frame will stay behind the action bar and not interfere, sometime it will decide to cover up the main action bar in the middle of a fight (very inconvenient to lose nearly half of my actions). I just wish there was some way to "send to the back"
