I have question i would like to ask. I'am a premium. If i buy the RoI legendary pack, would it be possible to lvl to +65lvl being a premium with RoI legendary pack?

with the RoI expansion you can get from lvl65 to 75 assuming you do not enter dunland at too low a level, id suggest not entering dunlad untill your at least lvl65 then you should find enough quests to get you to 75

So i dont have to be a VIP to lvl +65lvl with RoI, thought in wiki it says that you have to be a VIP to lvl more than lvl 65

not sure what youve read in the wiki or even if the article you read is out of date but once you enter the regions of moria you need to start purchasing questpacks or expansions even as ViP at which point you can stop subscribing if you choose to become premium.

once you purchase content ie quest pakcs\expansions theyre yours for as long as your lotro account exits you do not need to be ViP to access the quests in those zones

If there's anything in wiki that says free players can level to 65, it must be a holdover from when 65 was the level cap. There are no level restrictions on Free/Premium accounts. You can level to whatever the current level cap is. Right now, that means you can level to 75. Next fall, when the Rohan expansion comes out, you'll be able to level to 85, regardless of what type of account you have. (Technically, it's regardless of whether you actually purchase the expansion or not as well, though it might be difficult to level 65-75 without Isengard or 75-85 without Rohan, as that's where content appropriate to those levels is.)
