I know the guy, and he is someone one who loves to find terrain bugs on landscape; such as the ones in Trollshaws where you can travel to Bree, or the one which used to be in Ettenmoors DG and you could walk all the way into GV as a creep
As long as you are VIP & have E/ rite of passage? doesn't sound right to me - can't think of proper name for it. (free and unlocked horse-travel) you can get to EM at level 10 iirc
You just gotta get past all the NPCs in GV that try to attack you, - this is doable by going down the safe path and jumping down before the one-shotters at the other end.

Yeah the writ of special passage you get from the novice gift box will unlock the swift to the moors. You need to be quick to get out of GV without being murdered by the friendly NPCs though.
