Currently level 75 guard and my issue is with my traits i never seem to know how to set them up for tanking. I have no problem for DPS just go all red but i never know what virtues to use(Vitality,Might,Phy Mit, Tat Mit and etc) i have a 2nd age axe and 2nd age belt and three pcs of the galtrev gear(boots,gloves and chest) any help would be great. Here are my current settings

Morale unbuffed I think many are aiming for 14-15k.
Physical Mitigation is not important but you do want your Common Mitigation at 70% which is easy to do.
Tactical Mitigation is nice to have 60% unbuffed
That's a long journey to get it that high unbuffed.. as a starting point try to at least aim for a minimum of 50% unbuffed.
Having the Class Trait Threatening Presence can help a lot. On my belt I like to have the Threat Generation Up legacy.
That's the basics... there are other threads that cover the aggro skill rotations that can help a bunch with establishing and maintaining aggro. I'm too lazy to search...
Virtues, you want to go all out for tac mits and resistance, and physical mits. Seriously, virtues are pretty much only for making your character harder to kill. Get Rank14 virtues in everything that has Tac mit as one of the two bonuses, and that's a good start.
What Class traits you use is mostly personal preference, but for most endgame things, I trait 5Y2B.
For Legendaries, I go with the Yellow Capstone, TTK, and CTD.
My aim here is to keep my power topped off as much as possible. With Catch a Breath, Take to Heart and power potions, I don't often hurt for power if I'm proactive and watch for when I need more juice. Thrill of Danger is for emergency power for those very very rare occasions I actually do run out of power and CAB, TTH, and power pots are all on cooldown.
But then there's other situations. For example, you could swap out Harasser if you're tanking Draigoch's head (since you'll never need to hold aggro on more than one thing at a time the whole fight). When my kin runs Foundry, we like to keep things chaotic, so I go with Grim Challenge instead of Threatening Presence for the reduced Challenge Cooldown. Quick of Foot, plus a maxed out supporting legacy, can get your Stamp cooldown to 15s instead of a whole minute, and a well timed interrupt can sometimes mean the difference between success and failure (or at the very least, it can keep things from becoming tedious slogs...). On bosses that heal themselves or do big hits behind inductions, Stamp is handy.
Even when I'm running in OP, I'll keep two yellow traits, depending on the situation. Solo, you'll want stoic and guard's ward to boost your physical and tactical mits help get more parry events (and your parry line is where your DPS is). In groups, you might want Final Straw (to help with FMs) and Selfless Defense (to help protect healers) instead. Heck, even Controlled breathing can help solo or group OP guards with the 2Y bonus - just pop Ignore the Pain to get a Block event without a shield to pop CAB.
As far as gear goes, the Galtrev (Draigoch) set is a middle of the road set, decent enough to tank ToO T1 and T2 3- & 6-man Isens. Get 2 more pieces from doing Pugs or trying to tag along with other kin runs - lately when my kin runs Draigoch, we tend to run it short-man, and most of us already have better gear than helm and shoulder tokens provide, so they often go unclaimed.
After that, the general consensus within my kin is that the blue-line ToO set is preferable to the yellow-line set for most tanking situations - 5-piece Threat-over-time bonus is really too good. No one goes with the Red-line set because we're guards, and most of us have alts that do better dps than our Guards could ever be capable of - I just switch back to my galtrev set for solo/group OP. Get some extra finesse, might, agi, and vit from your jewelry, and then you should be fine.
This is a matter of opinion, but I don't consider a belt with less than 4 majors to be at all ideal for tanking - I find these four belt legs to be compulsory: Threat Gen Up, Guard's Ward Block bonus up, Cry Resist down, and Challenge Targets up. If you're lucky enough to get a fifth major, then GW Parry bonus up gets my vote. Even then, you'll want a second age with a healthy passive threat generation bonus. I still use my old 65SA with a 5% bonus, but as soon as I get a 4-major lv75 belt, it's getting deconned. When you're tanking, DPS is secondary to your threat gen. On your tanking 1-hander, Guard AE Melee targets is about the only major leg I consider necessary; Guard's Ward Duration helps, vexing blow damage is also nice, since it's something you'll spam a lot, and the extra damage translates into much more threat. Your minor legs should fit your traits and tank-style. Some tanks like the Reactive Block trait and legacy, I'm not so much a fan - I don't think the damage it causes is all that great, even with a capped supporting legacy. I do like the power restore on reactions, though, if only because a guard's power pool has always been anemic.
Learn how to tank Draigoch's head, and try to run it every week until you finish out your Draig set and earn some seals in the mean time. If you can find a good raiding kin, getting geared up will an inevitability. If you build a good reputation for being a reliable and persevering tank, and also for being a good raider in general, you'll catch the attention of the raiding kin leaders on your server.

Good information in the post and I will be refering back to it when I start getting my ToO set and start looking seriously into potentially tanking ToO T1/2/C.
As far as the above quoted blip, you mention that Threat Gen Up is practically required to be able to tank, but then in the same "breath" you mention that you still use an old 65 SA... I never played a guard an end-game at 65 (and acutally just speed leveled him from ~50 to 75 during the double xp "weekend" we recently had) but from what I have heard from kinnies and here on the forums, that the difference between the Threat Gen Up on a 75 SA compared to even a 65 FA, with both maxed out, is HUGE! Even if you had a 3% or even 1% 75SA with maxed Threat Gen Up, it would do more for you in terms of threat than the 5% 65 SA.
Now, if the reason you haven't upgraded is because you are waiting for that 4 major belt and don't have the symbols to [keep] try[ing], or the runes/relics/marks/TP to build one up for temporary use until you get the "ideal" 75 SA, then I totally understand... I am currently rocking a 4 major 75 SA belt but it only has 1% PT, which kinda sucks... but I didn't have to swap any LI scrolls into it and to build a similar belt with higher PT will be expensive, for me at least. Just something to consider I guess...
My tanking belt sadly only has 1% Perceived Threat on it, but I do use the Threat Up legacy. I've been trying to get a belt with 5 or 6 percent Perceived Threat on it but have gone through several belts unsuccessfully in the process.
The Threat Up legacy and the class trait Threatening Presence are the two most important things for tanking, not including your rotations.
Other legacies can help, but they're just gravy in my opinion.
