Can someone tell me when The Riders of Rohan Expansion will be available for pre-order? And maybe some details as to what will be included, like what new regions open up (besides Rohan obviously).

For Rise of Isengard there was that item, used until level 65. Maybe they'll do the same for Rohan, but noone can know really.
What follows is just my speculation as a LOTRO player based solely on what happened last year with Rise of Isengard expansion.
Turbine will announce the pre-order (date when it will start has not been announced)
Pre-order will include the 6th inventory bag (already announced with Update 7)
Speculation will run wild as to when, if, & how the 6th inventory bag will be available in game after pre-order (for those that do NOT purchase the pre-order).
Pre-order will only be available via cash payment.
Turbine will be sketchy on details about the expansion other than touting the mounted combat.
Turbine will announce the expansion will be available for purchase via Turbine Points "at some point in the future"
The date this will be available and the amount of points it will cost will be left solely to speculation.
In other words I don't expect a single thing to change from last years release of Rise of Isengard.
There will be plenty of confusion, speculation, & angst on the part of the players & Turbine will be very stingy as usual in it's communication.

"Pre-orders" will end late September or early October.
RoR will launch close to, but before, the end of September.

Without any word from Turbine, people will assume that RoR pre-orders will function much like RoI:
Pre-order for cash in the web store until the day before release.
RoR will be available for TP in the store on the day of the release.
The TP price in the store will only be announced 1-2 weeks prior to release, tho there may be some vague reference such as "more than RoI" or "less than Moria"; due to human nature people will expect a price similar to RoI unless otherwise guided.
Pre-order bonuses will be available as soon as the pre-order code is entered on the account page.
Pre-order bonuses may be separated and 1 or more items available in the store for TP after release (XP stone, I'm guessing the 6th inventory bag too).
Pre-order will have at least 1 item that will be available only thru the pre-order (horses, cosmetics).
Pre-order may have different price points with increasing incentives.
People will likewise complain that they can't get all the pre-order bonuses unless they go through the web (cash) store and demand that they all be put in the TP store.
People will complain that the TP cost is too high (doesn't matter what the final price is, it will always be too high for some).
People will complain that a recent TP sale encouraged them to buy points and then they will find out that pre-orders are cash only.

- Riders if Rohan will probably have pre-order date announced @ E3 (according to Dev Horse ?,?,4,3,2,1) - on the 6/5
(5th of June)
- The New Regions will be a few of the shadowed out regions on the map now from update 7. Which include Westnment and a few others (excluding Eastnment and Helms Deep). These regions will most likely be added in final expansion or endgame content like GR.

- More updates on Expansion are more likely to be found on Twitter as that is now their main source of info streaming.

The regions that come with Rohan are already well-known:
"By the time fall rolls around we'll get to check out the first half of Rohan. You see, Rohan is so freaking huge that right now Turbine is only releasing the Eastern part of it.... The whole zone is about half the size of Eredor and twice the size of Moria total, if you're looking for a comparison. This expansion won't bring things like the Battle of Helm's Deep to the game yet, but Turbine is of course looking in to adding that in the future. Additionally, the expansion is also going to add in two smaller region locations, Fangorn Forest Edge and Amon Hen."

At this point we haven't released any dates or any details on what pre-purchase will or won't be (or what it will or won't contain). So take any comments or 'I heard' statements with a very healthy grain of salt as they are all speculation or personal opinions.
Of course, as others have pointed out, Horsedev drew attention to 6/5 and E3 for a reason. If you're a fan on Facebook, or you're following us on Twitter you've probably also picked up on something else we've been teasing there.

I´m not saying what it will or won´t contain, however using the Compendium plugin brings up some items that are very likely being included
Like a new pocket that works up to Lvl 74 and is exactly the same as the Derudh Stone
New cloaks, with and without stats
New armor sets, like the westfold/eorlingas/helmingas..I think one is called eastfold or east emnet, not so sure and 1 or 2 others
New crystals that will convert minor legacies into majors (not a part of the pre order, but rather an interesting new item added with RoR probably)
All those are items that have been added to the ingame item database within the last few months..not without a reason I´d say
The RoI one was "nice" but really didn't make that much of a difference for the costs of a item slot. Cosmetics were great, but got old really soon (boots still look awesome) and the horse ... Well it could have been a bit faster than the average mounts.
Hope you'll get to chose from three different bundles like you could with the last big expansion.
I bet turbine would announce pre-order for early nov and release near Christmas
Given the issues with Christmas buying season. The product has to be available for preorder before Halloween. You have a little more leeway with a digital offering that your company is selling. I would not be surprised to see the preorder available before 4th of July. The live launch in September or October. It all depends on progress and the schedule. Turbine is going to want to book the majority of the sales in 2012. Similar to the way most of the RoI sales were booked in 2011.
It will be interesting to see what the preorder offer is. When it will be available? How many dollars it will cost? When will we be able to access the preorder bonus in game? When will the expansion live launch?

There are plenty of items which have NOT been added to the store or otherwise made available that have been in the item database. Including, a store version of the OD meta steed for example. .. Nothing's set in stone until things have been announced and gone live. Stay tuned.
My purely speculative two cents:
E3, launch trailer, preorders start with minimal info. Possibly for a percentage off for early pre-orderers, or guaranteed access to the beta. Have that period go for say 30 days.
Beginning of July, more info trickles out about specifics, after the early preorder period ends. If you were on the fence to preorder with no info, maybe you will now with info!
Beginning of August, beta weekends start on a private server, palantir getting first crack, then early preorder people. Then slowly invites to anyone else.
End of September, preorders end. Info on how mich TP the update will cost is released. Everyone's favorite bullet point document gets mentioned and/or released.
Game comes out either October 9 or 16. Whichever has less AAA titles coming out on it. That beats the holiday season rush (barely), and gives devs a time period to have a patch or two before Christmas break.
