Anyone else notice, when healing and running combat analysis, that the percentage of critical heals falls well below what your actual crit rating is? For example, I generally run about 23.5% crit chance fully buffed (captain buff & OFE bonus), however most of the time combat analysis shows that I'm barely getting 12.5% criticals. I don't think I've ever managed to get 13% criticals. Not sure why.. And I'm not really sure if trying to cap my crit chance will help any.
Any ideas as to why combat analysis shows a consistently low number for my critical heals? Maybe I just don't understand how it works or is calculated. I don't have that problem the few times I DPS - normally combat analysis shows a critical % well above my actual crit chance (traited fire).
Also, on an off note, I'm a bit miffed that I've yet to have an EftA crit for higher than 9K (even with wondrous foreshadowing) in both raid and non-raid settings. My outgoing healing is capped and I'd like to think my crit rating is pretty high too (also have FA satchel, best gear/jewelry in game, etc etc), but I just haven't seen the 10k+ numbers others have reported. It's possible that the tanks I run with don't necessarily have as high incoming healing as some others out there. Maybe I'm just unlucky.. But any ideas? Is it just luck based?
You just sound extremely unlucky. When I heal I regularly see crit rates over 18-20% and efta's over 11-12k with wonderous foreshadowing. Dunno what to tell you.
Rousing Words still doesn't crit, so using that skill a lot will skew your crit % results. Hopefully one day they will fix the RW and SW bugs and allow them to crit.
In a word, yes. RNG(random number generator) decides when a skill crits, based on your crit rating. Say you have 25% crit. Every skill you fire will draw a number, for simplicity's sake I'll say 1-100. 1-25 means a crit, 26-100 means no crit. Every skill will have that 1 in 4 chance of critting, but that doesn't necessarily mean 1 in 4 will crit. Without getting into the whole laws of probability thing, the more times you roll that dice, the closer you will get to actually seeing that 1 in 4 chance in the results. You can go for a million times without seeing a single crit, or crit a million times in a row. Those scenarios are unlikely, but possible. So in essence, yes, it's based entirely on luck, your crit rating just makes you a little luckier.
Its not so much luck as listed above as it is Rousing Words.
If you hit RW every time it is up, that is where the bulk of your healing comes in as you can see in Combat Analysis. Once you RW and then run everyoen in your group up to T3 writs, look at how much the writs healed/overhealed for in your CA log. It just dwarfs everything else.
So despite lack of crits, you're hopefully still using RW as much as you can to maintain T3 writs on everyone. It greatly reduces your crits. There is nothing we can do about it with bugged abilities.

I'm not entirely sure it is a bug that Rousing Words doesn't crit. Remember that it was originally a ICMR buff the same as the mini anthem. I'm not entirely clear on why it got converted to a group heal that doesn't give aggro (which is basically similar in function), but it may have had to do with the morale regen tick in combat being slower than the desired healing rate - i.e. even if it healed 1500 6 seconds later when the tanks regen ticks, that's not helpful if they are dying now). Or maybe it was not properly affected by incoming heal rates/bonuses on the tanks. In any case, it could very well not crit for the same reason it doesn't generate aggro - it's intended to be "just like" buffing ICMR while still being a direct heal, and ICMR doesn't ever "crit".
Whether there's any justification for KEEPING it as a non-crit skill is another story. Rousing Words seems pretty strong at the moment in general, so I don't see much of a case for needing it. At the very least, if it crits, it should probably lose its aggro-free status.

I think the reason for the switch from ICMR to to direct heal would be down to your second point. My understanding of the mechanics is that ICMR buffs are not only not effected by incoming healing rating, but also doesn't increase with your Tactical Mastery (outgoing healing), or your satchel tactical healing rating. Its much less of an issue for a minstrel anthem which is a much smaller (about 30 HPS per person), but for a RK you'd suffer a lot more for it now your personal stats make up a much larger proportion of the total heal.
