What is the Best Armor set for a Level 65 Guardian?
I recently reached level 65 on my main character, a guardian, and i want to know which set i should start working on. I am VIP and just bought Isenguard, so i have access to all content. I am set for LI weapons for a while, but my armor could use a lot of help.

The best and which you should go for may be different questions and probably depend on what you are doing - are you soloing, trying to get to lvl 75 as fast as possible, doing fellowship or raids, are you in the ROI regions or still slugging your way through Moria? Can you craft armor or have a friend craft for you?

Right now i am soloing in the area outside the ROI regions, and will start heading towards isenguard soon. I cant craft armor, and cant find a friend to craft it for me.

I usually get any of the Moria sets for my characters. Even though they're lvl 60, they still usually last as well as any quest gear until about level 70. If you don't power level, I'd go for the teal set, the Durin's Guard set. If you just plan on blasting your way to 75, skip the grind for Durin's Guard and go with a mix of the Stoneheart's Armour and the Iron Arm armour (which are also awesome cosmetics, I still use them).

Yeah if you are heading into Dunland take the quest gear armor that you receive - you'll find it is pretty good and unless you had raid level gear from out of the OD raids will be mostly equipping it. When you hit higher levels then you will need to start looking for better gear.

For solo leveling, I like the following:
Item
lvl
Where to obtain
Requirements
Stoneheart's Helm
60
barter with 21st Hall Guardian trader
4 Medallions of Moria
Malledhrim Gauntlets of Gloaming
65
Crafted
Aquaintance standing with Malledhrim
Scale Leg guards of the Hill-watcher
65
Quest reward
Vol III, Book 3, Chapter 11: Grief and Insight
Since 65 is no longer the cap, I wouldn't worry about getting the "best" set. Besides, the "best" is relative, right? You'll outgrow it quickly. I wore the previous 3 pieces all the way to 75 for soloing. I solo sword & board. I maxed out my AOE targets legacy on my weapon, and every pull I had 7+ mobs on me. With all the healing from these pieces, my morale bar hardly moved.
For your other pieces (shoulders, chest, boots) I would just barter for any of the purple pieces in the 21st Hall. A couple of Moria instance runs (Grand Stair, Forges, etc) will get you all the medallions you will need.
I know you said you can't find anyone to craft you items, but I can almost guarantee if you ask in the /trade channel or /glff, someone will craft you the Malledhrim gauntlets for an honest price.
i like the annuminas set with all the set bonuses and used it until about lv70 or so when all the quest stuff i had collected combined had better stats
i also had the algraig/grey company shield/pocket combo set from enedwaith and the helegrod helm, but after the RoI changes, i found other items were better (the pocket from northcotton farms and the golden host shield, for instance)
