What country do you live in?
If you're in Germany, Gwahir and Belegaer (Belegaer is roleplaying) are packed. Snowbourn and Laurelin (Laurelin is roleplaying) are also very busy, especially Laurelin, of the English-speaking servers in Europe.
French servers - not so much.
In America, Brandywine is packed, Landroval is a close second, and Elendimir is pretty busy too, and it's the unofficial Oceanic server, so lots of Aussies and Kiwis too. But if you want housing know that there is no more elf or mannish housing available on Brandywine, and there probably never will be. You can still find some dwarf and hobbit houses there.
If you're in America and just starting out, Crickhollow is the current recommended server - it's not very big as a rule, but having spent a couple of days there this past week-end, I can assure you that if you start there now, you will NOT want for company - I have never seen lower level areas that busy, at least not since the game started.

I am in America and I played this game about a year ago, and was VIP. I am considering reactivating my account. I would like to not worry about there being a lack of players especially at high levels. I would also like to have some good housing options.

Among the predominantly US servers, Brandywine has the highest stable population, with about 100,000 logins per week. (Don't confuse that with the number of individual players, which we have no way of knowing.) Other servers temporarily have more players, but only when they're the "recommended world" new players see in the launcher.
Other predominantly US servers receive between 50,000 and 75,000 logins per week, so none of them are ghost towns. Every few months, Turbine makes the lowest activity server "recommended" to give it a boost of new players.
Deluxe houses are hard to find on Brandywine. Last I checked, there were a few in the Thorin's Gate homesteads, but not in any others.

Which server would you recommend for me?
Understand that the characters you played while VIP will have perks that new characters won't get. (Well, unless you re-subscribe.) So unless you know that you don't like the server(s) that your characters are on, I'd recommend you stick with them.

I'll second this. The VIP benefits are substantial even when your sub expires.

Also, if you're worried about end-game population, don't be. LoTRO is an old game, and everyone except new people have at least one level-capped toon, often several. On every server.
Most people complain about the drought while levelling, and that can be an issue. At end-game, there is no shortage of players anywhere you choose.
