There is a big level gap mess. You can get to 65 by the end of mirkwood, if you went there. So IMHO you would not start these areas until at least 65. If you did part of mirk and the high spots of that silly tween area (something to do while waiting on isengard area) you could easily be 67-68 before you even *got* to the isen/dun areas.

So to cut a ramble short before it gets outta control.... 65+ would be my answer though if you skipped a lot of the other stuff you could probably head there at 63. I personally would go there at 65+, whenever you feel done enough with the other areas before it. The two areas blend a bit but generally you do the first area until about 70 and the second to 75. Its hard to divide these areas in my mind as you really do run all over both of them from the get-go if you are following the book quests. If doing local side quests as a focus, they are more sensibly split at 65-70 and 70-75.

yes. But it will also run you ragged and quickly outlevel you. If the book quests seem to be taking you near too many significantly higher level enemy, stop for a few to do one of the little side camps worth of quests and level up.

You will not miss anything important. You may miss a minor hub or 2. The side quests at the major hubs will lead to the minors, however. One reason you will not hit all the hubs is you pick a path (following the book quests) to enter the first zone, and while you CAN do both paths, you will only do one following the book, and skip the other. If you want to do both you will have to backtrack for it --- you will know when it happens and you choose a path...
