I would just like to know what the highest Tact Mit is "Supposedly" that has been Spotted.. Unbuffed .. The reason why is, I want to know if I need to make Adjustments to mine or not.. So can someone help me out a bit?
Oh wow.. 21k.. Very Nice! Mine is only 16k Unbuffed at the moment.. I really dont see how I can get it any higher :P.. But Im pretty sure that mine is considered pretty high!
Unbuffed.. 16.5k's about the maximum you can get. No reason to get this high though, 15.5k will suffice, 15k if you run with a cappy who's got the motivating speech 600 tact mit buff, to get you capped. This is not counting the cappy r8 banner nor anthem of composure, 2 things that are more commonly seen in raids.
EDIT: buffed tact mit is an entirely different story obviously..
Edit: The main point I'm unclear on is if you can mitigate the level difference % penalty by going over the cap - i.e., if the level difference penalty is 2%, does getting a 72% mean that you have 72%, subtract the 2% and then you're capped at 70% or if you're capped to 70% and then 2% is subtracted. I'd test it, but, eh. Some day.

Nice work. My guess is a bit different: you use the attacker level to determine the ratings, including the cap, and then you deduce the level penalty. Which means that you have to go over the cap, but only very slightly to match the cap for level 78.
Mitigation has no level comparison that I know of.
This is true.
I remember running CD at one point on my 75 guard to get some quest items for alts one time. I didn't have my mitigations capped at the time (I decided to wear RCD/healproc gear for sleepmode). The damage I was taking from some dots (lvl 50) were only being mitigated by the amount shown on the mitigation tooltip (50-60% or something; don't remember exactly as it was a long time ago), which is stated for lvl 75 mobs; where I assumed I would be at 70% (or at least a lot higher than the %value the tooltip stated) for these lvl 50-53 mobs. I discovered it was not so.
All in all; not sure if it is working as intended, as the tooltip states a percentage relative to opposing mob level, but mitigations are currently static and in line with what the tooltip states your %value to be. I'm assuming this works on mobs of higher level and not just lower, and that if you are able to reach 70% mitigation on your tooltip, it will apply to all mobs.
That is an excellent site. How the heck do they do that. And does that show what your guard has currently traited?
From the looks of it, it shows what characters currently have traited and equipped.
I could be wrong, I'm making a guess.
The site is showing that my tactical mitigation is about 2k higher than average for my server (which makes sense since my traits are built around tactical mitigation) but showing below average armor rating, as well as not showing a block rating. I'm making this assumption based on the fact that I know my guard currently has a fish equipped as her main hand weapon and a mug equipped in her offhand weapon slot (which means she doesn't have a shield so no block rating can be calculated).
