As far as I have seen no vendor sells that recipe - My cook is a lvl 32 rk btw - So I have been trying the AH for ages but it seems that nobody sells that cottage pie recipe at all. I cant find it either in the lotro store neither. So, no vendor, no AH, no lotro store... lol it's a ghost recipe!
It must be a very rare drop I suppose. Maybe can be bought in higher level areas?
You can buy this recipe for 391s from the Dunlending Quartermaster in Galtrev once your character reaches Friend reputation with the Men of Dunland.
There are also slightly better trail food recipes available in Stangard. (They require reputation, too.)
Thanks Fredelas but I dont even know where Galtrev or Stangard is. I just looked where it was (Rhovanion) and that's a high lvls zone and I am only lvl 32...

The reason that it is not sold on AH is probably because you have to have friend standing with Men of Dunland to be able to learn the recipe, and if you have friend standing with them you can easily buy it from their reputation vendors so there would be no real point in selling it on AH. This is the case with many of the recipes sold by reputation vendors. Even if you do find it on AH you still cant use it unless you have the appropriate reputation with the appropriate faction.

It is this way because Turbine wanted it this way. The cook recipes in Dunland belong to the following categories:
1) Some are loot drop. You can buy them on the Auction Hall.
2) Some are Dunlending reputation recipes. Only a high level character with reputation can learn them.
3) Some are Rider of Rohan reputation recipes. Only a high level character with reputation can learn them.
All crafts have this issue with tier 7. You find the same issue with tier 6. There are some really nice recipes for Cook. Only a high level character that has good reputation with the "Lorien Elves on a Rampage in Mirkwood" willing to spend faction coins can learn these recipes.
Unless stated otherwise, all content in this post is My Personal Opinion.
Something else that hasn't been mentioned.... Generally speaking, rep-based recipes are bind on acquire. They *can't* be sold on the AH, even if someone wanted to.
