    Quick answer - No.

Long answer coming from someone else I suspect!

Can I assume that you simply can't get your current target, and if you could then you would be able to get its morale?

Correct. From what I could figure out, the structure exists in lua to view the info of any character in the game (including mobs), but the structure can only currently be assigned to fellowship and raid members. I am curious as to whether this could be done by using the SelectID from when a mob speaks. I tried it once, but it looks like the structure can only be assigned to a table. Maybe a mob's identity table can be generated from the SelectID, but I lost interest at that point.
