Because Turbine has repeatedly shoved around stats on items, while personally I am not aware of a recent situation where stats on items were "bugged".
There are people that are "working" really hard to be able to afford this stuff, to get a somewhat quality build even without running the hardest things. This is a major smack in the face for them.
Pretty lame. Hopefully it is an old build or something that got mistakenly implemented, but it sure looks like a nerf and even worse one with zero dev comment/reasoning available for explanation.

If this is intentional change to my crafted weapons I will be very upset.
I have spent the last year and a half building up a full group of crafters, and getting them to level 75.
I have crafted these great river weapons recently and loved them. They are special to me because I put so much time, effort and gold into getting finally being able to craft them.
