Not completely sure, but Moria did include new trait slots for each type. As for the suggestion, it has already been asked by several threads and no 'Blue-name' response was given. People seem to tend positively to the suggestion as long as the same goes for Monster Play, and similarly, there was a suggestion that gave a solution to the capstone traits: Add a new bonus trait bonus for 5-set bonuses and make the capstone require the 6-set bonus.
We've gone three expansions without any new slots in the Traits panels. I would really like to see a new slot for Virtue, Class, Race, and Legendary.
I was thinking the same thing not to long ago. I was wondering whether it would unbalance the game using my LM as an example. To tell you the truth most of the traits are underwhelming and wouldn't effect gameplay too much, but it would add a lot more versatility and enjoyment to the game.

I would like to see an extra virtue slot added. I do not see that as requiring a complete reprogramming of all the skirmishes, scaled instances and raids. Well I would make that guess at 80% no change required but I might be very wrong.
I do like the idea of adding a 6th slot cap stone skill or making a major change to the current skills if a 6th class trait is slotted. That was a very good idea.
That way they do not need to add a slot or a trait, just improve the current cap stone and associated skills. For example
If I trait 6 red line, increase overall damage by 5%,hemorrhage will cause bleed 50% time not just on crits, brutal assault will stun 50%. (yes I know too much right now just easy examples to to type)
You can think of your own ideas for blue and yellow.
But I would make the change to a range skills related to that line and not just one skill. Of course they could always add a 7 line capstone adjustment also. LOL
Dont give them ideas or next thing we know people willing to spend points will have 10 virtues while others will be at a disadvantage. One thing is paying for more storage or more cosmetic outfits and another is buying performance outright!

I take it as a sign of laziness on the part of the devs, in line with other aspects they've not updated over time .. by increasing trait slots for example it makes it harder to 'balance' the game, so they take the easy way out and simply don't try.
Same with class skills, when I leveled my latest LM I compared her to my already-75 one and came to see that in fact at 50 she was pretty much fully developed and my 75 had few if any skills which gave him more capability: his stat numbers were bigger, of course, due to his level and extra boosts from gear, but there's nothing he could do of any real significance that at 50 or so she couldn't.
I would love a new a slot for each except for legendary,I can do without that one.We have so many different virtues and class traits and yet can only use less then a third at any given time.I also fail to see how this would unbalance anything since a lot of gear now has almost as many stats on one piece as 5 traits combined.I can get as much morale from one piece compared to adding zeal and valour,and still get more stats on top of that.Just my opinion.
On a side note,I know its to late after 5 years but I personally would like to see the trait system go to a tree type where you can allocate pts to each trait.Every trait is at a base lvl and you add the pts to what you like.This way so may of the skills that we have that never get slotted will get some use.
As has been pointed out, we've only gone 2 expansions without new trait slots--Moria gave us 2 more class slots and 1 more legendary slot.
Personally, I hope they give us one more of each slot, and a new legendary trait. But I have a feeling they're going to spend more time on sales-driving concepts like mounted combat (LIs, skirmishes, etc) than improving general gameplay.
Work like no one is watching, dance like you don't need the money...
