My Raiding Minstrel Config (fully unbuffed, not even mini tales).
Please give feedback on improvements to be made and the reasons:

I Also have a switch in LI for -300 Rally! Cooldown which is not shown in the pictures.
With buffs, I'm looking at 9400~10000 morale.
With this build, raiding seems to be good but I want to hear your suggestions.
Don't make fun of me for my FA...I've given up on trying to get one with more than 3 Majors. I hate everyone who has had more luck than me.
I think it is pretty obvious given my choice of gear I don't really care too much about Will. I don't see the point in sacrificing anything to stack it, all it would really amount to imo is overheals.
Here is mine, this is what i usually run around and go to raids aswell, Thelin set, jewells are easy to find out what is, same to my traits, no big deal of the set up i have atm. I dont have power issues often just when the group im in let the squishes get hit too often what can make you spam some AoE heals and then power drain fast, but for this we have pots and anthem. Also i have other pieces of gears i change if the raid/instance dont require that much of Morale/Vit and so on. Hope its help out somehow. Cheers!

Until you reach level 75, dont worry much. Now when you reach 75...well, you will spend sometime doing skraids/farming reputation with Limlight Heroes and of course, doing instances.
I switch in the Mirkwood skirmish chart for more heals (actually, I'd sooner come on rk for that) or the vit cloak for more morale/finesse, as the situation requires.
ToO ID 1-4 are all <5 min fights in which icpr hardly matters. As for Saruman, we'll see when we get there.

Even in a 5 minute fight, with my ICPR for example, that'd be almost 9,000 power passively regened. I wouldn't relegate that to insignificant. Especially when you consider what you'd trade it for.
You have 721 more icpr than I. In a 5 minute fight, that is 3605 more power regened (ignoring for now the possibility of being at max power due to LM/captain power feed). I don't know if it's significant. My experience has been that when I play badly (e.g. IF spam), I run out of power. When I plan CoS hots ahead of time, power hadn't been an issue. I use the "of Conservation" instrument when there's little external power feed. Compared to the crit multiplier instrument, it adds more than 112 icpr (Anthems cost 180 power v. 152, and assuming one anthem per 15s; plus however much power from 2% healing power cost).
Trade-off:
I have about 4% more OHR. Will that make or break a fight? Hardly. But then, icpr is not something that's the more the merrier. At best, I don't trouble our LM (i.e. entirely self-sustained). We have done ID 1-3 without an LM. More icpr won't clearly improve raid performance, whereas more OHR would, although maybe barely.

How is healing 4% higher going to improve the raid?
I've nearly run out of power doing Shadow Challenge twice because I had to heal more than normal on account of mess ups, the ICPR literally made the difference there. Being better suited to expend power situates you in a better place to mitigate unexpected drawbacks. I like having that.
Cry of the Valar is all but never resisted in my experience. We rely on Mins Corruption Removals when we do Acid trash and it has been resisted once on one Orc out of all of our attempts. Stacking Finesse seems silly. Especially over ICPR...something that you benefit from a tiny fraction of the time that would make the difference a tiny fraction of the time...vs something whose effect you can constantly feel.
Not that I like having to remove corruptions. Because it isn't our job. Personally I think the Burgs should be doing that in that fight, but what can you do.
One could argue, and I'd be inclined to be that one, that feeding Minnies isn't part of the LMs job either. Minstrels are bottom of the barrel when it comes to LM power sharing priorities given they have options to regen power other classes don't. A Hunter would take priority imo as they'd literally have to become worse at their job to not run out of power. Not so with Mins.

I dont think it will make a hughe diference, it will depend of your gears aswell. I have 48.5% Outgoing Healing from my tatical mastery and with buffs/scrolls it reach 50% and when it happens i dont see a big diference in heals. When i have the ballads buffs and anthem of war, then i do see a nice diference since my BC, since it heal 8k morale in critical and w/o those buffs i can heal(myself ofc) 4.173 morale. This using 4y/3b.
Atm im using 4b/3y and im not liking it very much, seriously thinking about droping some will gears for more ICPR and more vit.

I haven't had a problem healing Orthanc with 4Y/3B. If I might suggest something, I don't even try to maintain 4 Anthems. I'd rather just maintain 3 so that I can fire off my heals without worrying if an Anthem is about to lapse.

I honestly cannot imagine why anyone would heal end-game in anything other than 4Y/3B. More anthems > overhealing.

Depending on the instance I prefer running 4B/3R. I trait 4B/3Y only for ToO and some other raids, and I barely never trait 4Y/3B.
Anthems and heals costs a lot of power. I can't stay much more than 40 seconds without casting a Composure's Alter Coda to refill my power pool and, by my experience, the time you lose casting the 3 ballad buffs and puting 4 or 5 anthems up is way too much.
To do 3 and 6 men instances, you make the battle shorter by running it on Harmony and helping the DPS than by buffing your allies, and into raids you only buff half of the people there, so the outcome is even worse.
Every group can do any instance/raid without Anthems, but not without proper healing, and Anthem casting is a waste of your healing time and power.
That's my opinion only, based on my personal experiences on healing through Middle Earth.

Yeah I'm leaning towards that as well, eventually. I just don't feel I have enough raw healing output yet to dump a blue trait. I'm also loath to pick one, because I'm really attached to the 4 I have now.

If you're 4Y/3B you should almost never not have the Power Over Time from Composure/Coda going.
Current healing build. I am still missing the Roots bracelet which doesn't drop ever for me and ring from Shadow TII challenge, plus a few other sundry items. Also missing the epic neck...not as interested in upgrading my cloak.
I did get one Crystal and put it on my book. I don't honestly know if I will bother rolling on future ones. The difference is minimal on a first age.
I didn't tooltip any of the items, assuming most of you know what they are. One new item is a drop from the new skirmish (helm), which has fairly decent morale, crit and TM. I am also wearing 5 Thelin here, but often heal in 5 Dirge Singer too, depending on the fight. For Thelin, I like the -3% incoming damage buff with IF for AOE healing fights like Saruman and Lightening TII.
My DPS build is obviously very different, and has a ton more crit. However whilst healing, using a crit mod instrument, I don't need help in the crit department
And my book, which I probably would have trashed if it didn't get 4 majors. I haven't spent a lot of time upgrading the relics on it.
I heal 4Y/3B, prioritizing Prowess, Composure, AotFP or War and AotTA (null).

I use 4/2 on armour; gloves, legs, boots and chest of Thelin, and helm & shoulders of hadollin for raw morale, though I swap so many pieces so often its not funny (e.g. 5 draigoch and 4y/3b traits for acid challenge, 5 thelin for saruman, etc.)
