I’m going off memory here, so this might not be 100% accurate. I remember reading that each rank of threat-up increased each skill by 10, so that would mean the extra 6 levels (33 vs 27) on a FA would give 60 more threat per skill. I also remember a list of the amount of raw threat each of our skills generated, and I think the max was around 3k. In that case, this would make that extra 60 threat equal to about 2% perceived threat. In using a lesser-threat skill of say 2k, that extra 60 threat-up would be closer to 3% perceived, increasing further in % with the smaller the threat skill gets.
I easily dropped the 3% SA I was using in favor of my unlucky 1% FA belt. However, after seeing a 6% SA cheap on the AH I have since shelved my FA. I’m still not sure if this is the correct call, or how much the 10 or so extra shield-use-rank weighs-in. Hopefully someone more knowledgeable will come along with some insight.
I had a 3% PT SA and ended up getting both 1% on the FA passives. Holding aggro using the FA felt easier despite the lower PT. I've tanked Acid T2c boss on guard doing it the dps race way. Seeing how you have 3% for both your passives, you should be better off than I am and it's easily do-able with 1% passives.
Also, I'm unsure what effects star-lit crystals will have on guardian belts come U7. They may have a better effect on a FA over a SA, idk.

Curiosity question, how long do you require DPS to wait before going full bore on the boss? also how do you handle the adds... guestimates are fine and don't need a step by step for the strat, just "Cappy kites" is fine

The moment challenge is on the boss (so like 1-2s after boss activates) dps can instantly go full bore. The more dps they do during the first ~12s the better. I trait for the 13s challenge and hit engage at the end of it. When I tank I actually have the first OB about 5s into the fight.
For adds, hunters do triple trap at start of fight where the avanc spawn. Then umm I think mini does FH and captains grab trolls n kite those with IHM LS. Towards the end the mini/captains can run by and I can challenge the darkness + pledge. I think our LM does something during the fight, who knows.

There doesn't seem to be any definitive testing on how much skills threat up does, but even if it is as high as 10 threat per level (which would mean it got scaled up considerably from lvl 65, and I haven't seen anything to convince me that's the case), I'd still prefer an extra 2-3% perceived threat over the extra threat from threat up, SUR, and even a few % of extra taunt threat (the other passive).
Each % of PT gives a full % increase in threat gen (almost), and most importantly it lets you get bigger aggro leads via Engage/CtD.
If you have a good 2nd age belt already with high PT, then making a first age belt is such a big lottery that I really don't think its worth it unless you have a sizable stash of worn symbols to burn through.
