NA>EU server transfers are on the horrizon but its likely to be a very very very very very very very distant horrizon. turbine will not give any estimates as to when its likeley to be available, the only thing they will or have said on the subject is its something thats being worked on
It happen in this order. The feature will deploy to live. Some of us will notice the new options in the transfer request form. We will ask for a Eu-NA border crossing. Turbine will use these hawks as test subjects. After a sufficient good results, the sticky will be updated saying that the border is now open.
There may or may not be a public announcement post on the customer service forums. We got one of those to inform us that PayPal is now an option to buy stuff from Turbine. There was a number of days between the deployment in the MyAccount software, before the announcement.

There are, apparently, database incompatibilities between the NA and EU servers. Either Codemasters did something to customise things when they ran the EU servers, or the 2 sets of servers share a common set of identifiers such that there are records with duplicate ids. Since I am currently wrestling with such an issue in real-life, I can testify that there are conditions that can be introduced which range from the diifficult to impossible to sort out.
Usually they fall into the difficult category,and then you have to figure in the risk associated with trying to make the change. Given the complexity of the data, and the number of accounts involved, the risk of messing something up is almost certainly the major factor in mitigating against this being done any time soon.
