Yes they are one time use recipes but I heard this from someone in-game and he said there was a way the recipe would be any other recipe which could be used multiple times and that was through buying it from the guild. Looks to me its the crafting guild but, how exactly is this done?
I think he meant that for most recipes requiring a journal there is a guild auto crit version that no journal is required for.
This assumes that you are guilded with that craft, the item you wish to make has a guild equivalent, the recipe is off cooldown and your weekly symbol is off cooldown.
the cooldown is a big deal at lower levels. At say level 40, to make a full set of crit jewelery, you need 5 weeks.... by which time an active player would already be wanting the level 50 items....
At max level, the time passes and you get the items, or you can just buy them, or loot better stuff and fill in with the crafted gear. When new stuff comes out, there is always a lag where people cannot produce the crit items fast enough.

Lvl 40 (actually the guild crafted ones are lvl 41) is still artisan tier which works with medium crafting symbols and not the large ones.
For a full set of 7 bling pieces you need 7 symbols plus their recipes and all these are on a three day cooldown, makes all together 27 days or 3 weeks which is still a hell lot of time at such a level.
Given that you can gather the ore needed already a few levels earlier you can probably prepare a few symbols and craft maybe half of it once you reach lvl 41/42 unless you race through the content.
However if you race through the content you will have outleveled these shiny bling pieces in no time as well.
It is really a trade of of time and usefulness whether you need a full set of these guild crafted pieces or just use 3 or 4 of them and fill up the rest with quest or barter rewards (which aren't that bad from either Evendim or Aughaire).
In general at around expert tier the only real crafting most people do is through the guild, and guild recipes don't need the journals. The only crafting journal that is used much beyond that is the Supreme Master Metalworkers Journal, which is the crit item for the superior combined crafting tools and there isn't any guild recipe for them.
