I'd say they are equal in terms of all three, though Inn of the Forsaken is very puzzle heavy. If you're into puzzles, you'll love Inn of the Forsaken. (Hope you like emotes. You'll be using them. A lot. A LOT.) You will need certain group makeups in order to complete all of the deeds in the instance, though (basically, one heavy armour, one medium armour, and one light armour character).
Halls of Night is much more straightforward and can be somewhat challenging. However, completing the Tier 2 challenge deed will give you a nice new emote to play around with.
Inn of the Forsaken - very light on combat, very heavy on puzzles. Riddle Doors, Clickable Objects, collecting items, Spinning Blade traps - it's made entirely of that, with just a few undead wights here and there, plus the boss at the end. Apparently even when it dropped special marks required for end-game gear most people despised it and never grouped for it, only soloing it at low level for marks. Now, with new reward system it offers nothing special - just marks, medallions and silver, plus a few TP from deeds. You need a special class make-up to complete the challenge and despite asking regularly for several weeks now, I have yet to find a single other person interested. However, the instance had high replay ratio for me - there is a deed for solving 83 riddles and since only 4 appear per run, that meant I run it solo 21 times to complete it. In the process I discovered that the last boss chest awards a significant sum of gold when soloed at level 50-60 (facerolling easy), so I started pushing it up for higher rewards. I ended up soloing it at level 72 on T1, which gave me 7+ Gold per run - combining it with Riddle Deed I farmed quite a sum that way.
Halls of Night - more straightforward, mostly combat with 3 bosses and some trash in between. Does not require specific class, though you'd still want a tank and a healer for challenge. Since challenge awards a unique emote, some people are still attempting it regularly - it is the only notable reward apart from marks and medallions easier earned elsewhere.
Inn of the Forsaken has A LOT of traps, which if triggered will kill you in 2-3 seconds. The traps are triggered when you walk over a certain spot, so you'll have to watch where you are all the time. IMO the mark & medallion reward isn't very good, but the money reward is pretty good (set at lvl 24 tier 1, i get about 900 silver per run, and each run takes 15-20min).

Hm. Well, figuring based on the previous posts on this thread that I'd be soloing it, what level character are you running through it at 24 to get the 900s? I like the idea behind Inn of the Forsaken but I'm pretty reluctant to shell out the TP if no one will be grouping for it.

I'm a lvl 26 warden and I can solo it pretty easily. I only die if I accidentally step on a trap.
I do have trouble finding groups, but I'm on arkenstone which doesn't have many ppl

Thanks for the tip. I'm seriously considering adding this to my list o' things to pick up during this week's sale with my Mithril TP boost (Turbine is crafty for having a skirm sale in the middle of GameStop's Mithril sale).
I'm curious about one thing: is it possible to complete all of the puzzles/riddles/etc. with just one character? Is this what y'all mean when you say you're soloing it? Or are there some things, like the doors in the Great Barrow, that require the presence of three characters? If these are dumb questions, I ask your pardon but I haven't really fooled with instances outside of the epic questline very much so the mechanics aren't really familiar to me.

You can solo it but there are some things that can't be done without the right group. For example there are plaques on the walls that give hints that only something like an RK can read. There are booby trap mechanisms that can be disabled but only by a hunter. There are hidden doors that once discovered can only be moved by a guardian. Actually I think it's light/medium/heavy armor that distinguishes it and not class but you get the point.
I have a guard and have no problem running through it solo but I can't explore the whole dungeon solo. This doesn't impact the riddles themselves but it does affect some deeds. The doors with the riddles are in locations everyone must pass through so you'll never miss that even if solo. There are like +80 riddles so you'll have to run it lots of times to get them all.
I have both of these instances and I think Inn of the Forsaken is much more fun. It's also very rewarding! I solo it at lvl 65 with my lvl 75 guard and the loot chest gives me 5 gold per run

By "soloing it" I mean I can fight my way to the boss Umin and kill him all by myself. And then I can reap all the rewards
You can solve the puzzles and riddles by yourself too, if you use online guides. There are some objects that can only be activated by certain classes, but these objects are not absolutely necessary. They help, but they aren't necessary.
Unfortunately there are some deeds that cannot be completed solo.

According to the wiki, the Inn deeds only give titles or experience. Can you confirm you got TP for completing them?

What's the emote? The wiki is a bit incomplete for this one.
