The official "Known Issues" thread has not been updated in over a month. I and other LotRO customers would be more satisfied if this was kept up to date so that we know Turbine is aware of certain bugs. Frankly, it should also contain a "status" column, letting us know which issues are being fixed.
Two issues that I see are NOT on the most recent known issues post:
- Some players are unable to enter the Stangard jail to complete the "Stangard Explorer" deed.
- Some of the armor set bonuses (wardens for sure) are not working.
Having an up to date, official Known Issues post would let us know what the developers are aware of and what they are doing to fix them. This is a business and that just seems like good business practice.
I understand your frustration (and cynicism) but I'd rather ask for what I think would be helpful and hope for the best.
Some of us have been around for years. Turbine never puts any where near all the issues in the "Known Issues" List. The "Known Issue" is designed similar to a FBI style most wanted list. There is a maximum number of defects that can be put on the list. There is some internal process that determines which defects get added.
It is further complicated by industry wide standard practice. Not all customer complaints are accepted as a defect. Instead they get added to one these categories:
1) It is supposed to work that way. You are going to have to accept the current operation of the product.
2) You are mistaken. Our product would never respond that way. Stop making false accusations.
3) The defect is not within our software. It is PEBCAK (Problem Exists Between Chair And Keyboard) - user error. Or it is within a component that we don't have ownership like your PC, your internet connection ...
All three of this categories are basic behaviors of all humans. Companies are collections of humans working together. Corporate behavior is simply the aggregate of the actions of all the human employees - warts, freckles and everything else.
Unless stated otherwise, all content in this post is My Personal Opinion.

I think if you finish all the quests in the stangard area (perhaps the epic too) you can go inside the jail again. This was discovered in another thread. Had something to do with the part where *spoiler-highlight to see*:
the village leader is imprisoned so you are no allowed into the jail.
Hope that helps.

Curiously, the evolution of the internet seems inversely proportional to the evolution of man.

That does makes sense but I would suggest that they at least expand the list. Discussion of a problem goes on and on, primarily because Turbine hasn't acknowledged it or informed us as to what the status of the fix is. The two issues mentioned above are good examples. If they were simply acknowledged and some sort of status was given, we could breathe a small sigh of relief and move on...
I also would like to see a more conscious effort to have some kind of acknowledgement at the least, and better yet status report on known bugs. Yes, I realize that not all bug reports are in fact bugs, but some times simply unfounded gripes. But this does not excuse ignoring so many that are legitimate. I would rather know Turbine recognizes problems and has yet figured out how to resolve them than to just be ignoring them. No one expects perfection, but to continue excepting our money without acknowledging legitimate complaints is unacceptable.

Lets take the horse issue.
IMHO - Turbine has assigned this customer complaint to category 2 and 3. They do not seem to be very accepting of the concept that is a defect in their product. I see this all the time in the software I work on. They sort pick at the issue. I call it the "Rolls eyes response. Deep Sigh. They get a dull fork. Gently touch the cow that is laying down sleeping once or twice." They complain no way to get the cow back in the barn. Groan. Put some energy in the system. Wake the cow up. Get the Cow moving.
Reminder:

Draigoch braindead fall in witch category? Probably #1 because some player didnt reported the problem...
