More accurately, all mounts bought through the LOTRO Store or bought in-game are bound to character. Only mounts that come with package deals like Rise of Isengard or the Mithril Edition (and have in the past come with pre-orders for SoA or MoM), are account-wide and available to all your characters.

Well, to be *real* technical about it... The mounts from those packages are still bound to the characters and not the account. It's just that those packages provide a mount for every character on the account. Yes, the mount is an account-wide benefit since all characters on the account receive it, but the mount is still bound to the character it was given too since you cannot transfer the mount to another character. All mounts, no matter where they are obtained, are bound to the character.
