Is there any reason to switch to higher level champ runes of the same age?
I'm sure I'm missing something, but I have a lvl 53 rune and a lvl 55 rune and they both give the same incoming heal bonus. Do higher level runes have a better chance of having higher tier legacies?

A lvl 55 rune will give you the advantage of being able to slot the lvl 55 singular melded relics. Additionally, all legacies that give ratings will be higher.
But Champions in general have the advantage that replacing the rune is not necessary very often. Its just a special quirk of our base legacy (incoming healing)

Nope. Champions Runes have the same issues as the class item for several other classes. There is not much reason to upgrade. The DPS legacy which incoming healing does not improve much as the required character level to equip the Rune goes up. The other improvement for a higher character level Rune are much to write home about.
At one time there is no DPS legacy at all on Class items that you didn't hit things with (Hunter melee weapon). There was virtually no reason to upgrade them. I kept the Volume 2, Book 1 Champion Rune for a very long time. It was an odd loadout. Something like maxed with four legacies all majors. I would equip it and carry it around for those people that liked to inspect characters. They get a puzzled look. Where did you get that Yula? I finally got rid of it.

Unless stated otherwise, all content in this post is My Personal Opinion.

Primary benefit is the better crafted relic, relics in general, somewhat higher ratings, and likely better incoming healing. Not mandatory, but eventually you will want to upgrade.

You can get by without upgrading the champ rune, but if you want to get the most out of your class then you will need to upgrade at some point. Luckily for champ runes unlike guardian belts or minstrel song books, you can get by without upgrading for a while.
Just realize that while champions are awesome, we want you to be awesome too. That's why we do the things we do. - Harumph
I'm fairly certain no one is leaving the game due to confusion of what a strawman is or isn't. Which tells me we're done here.
