Draigoch became unattackable during his third phase in two out of three attempts for me now since Update 7.
The most upsetting thing about this is Turbine's utter silence. They're having high level meetings to talk about fixing stablemaster travel, but we hear none of this grave concern about what should be one of the game's signature raid encounters, hyped for nearly a year prior to its release.
Another issue I have is with Turbine's customer service approach to this situation.
Over the past six months or so, I've had three friends who purchased the Draigoch's Lair raid from the LOTRO Store for 1295 Turbine Points. After multiple cases of Draigoch becoming unattackable, none of them were able to complete the encounter. It is easily verifiable through the players' deeds that none of them have completed the encounter or received a reward for it.
The appropriate customer service solution (in my opinion) is as simple as a TP credit and removing one account-wide purchase marker. Each of them contacted Account Support and asked for a refund, which they were denied. Apparently, this is because the End User License Agreement states in all caps in paragraph 5:

If Turbine is still unresponsive, you may have success through contacting the Better Business Bureau, whose accreditation standards the company has pledged to support, or your local equivalent.

The last two nights in a row, Draigoch has become unattackable in phase 3. (Last night, his body was down to 15k health, then he suddenly stood up and no one could hit him.) I sent in a bug report again, like I have been doing the past several months.
And thus it passes. The dragon bugs, players file a report and Booger & Bubba copy & paste the same old tired caned responses.
Is there anyone on the development team who can make an official post as to what is being done to fix this bug? Geez, 6 months and at best we get a 50/50 shot at beating the instance.

Our last bug about a week ago went something like this:
1. Form group
2. Enter instance
3. run down to the chest
4. Buffs
5. explain fight for new guys
6. set up CJ order
7. run down to start point
8. start instance
After that the commentary from the lizard takes up about 3 minutes of our time. Kill 1st claw. Start on 2nd claw and all the sudden we hear from the tank "Am I crazy or is this thing not moving." Attempt Battle shout and get "Invalid Target". So, moral of my story is it took less than 10 minutes to bug out. We've had it bug out anywhere from 10 minutes in to 90K health. It's random and frustrating. Personally I would prefer it to bug out at the 10 minute mark so at least we didn't waste a precious hour of our time.
As usual we all drop a /bug report and nothing changes. No acknowledgement from anyone. We run this instance 1-3 times a week and it probably bugs at least 1/3 of the time. We've tried everything. Only do 2 CJ's on the floor. Once CJ's are done DPS through any possible ones. Don't use Escape from Darkness. You name it. Like I said, it's random and very frustrating, but when you are able to complete it, it's fun and rewarding.
@JeauxLOTR - You're most likely in violation of ToS posting a conversation with a GM on the forums. Apart from that it's rather interesting that there's not a known issue with draigoch at this time... and that the link don't work

Very interesting stuff - policies like this can put Turbine in hot water over Turbine Points purchases. It's one thing when you sell a game and parts of the game are bugged and listed in known issues to be fixed in a future patch. I think all gamers get how complicated software is and have some kind of understanding that the designers intend to fix known issues.
However, this thread has been active for quite some time -- I think everyone who has run Draigoch has had it bug out one them inexplicably. Why is there nothing in the known issues?? Also if you're selling an instance for 1300 points -- that's nearly 20 dollars according to the current points pricing (1550 = $19.95) -- then make sure it works. It's one thing for me to have purchased Isengard as a ViP client with a lifetime membership for the 50 dollars I paid (I think) -- I feel like even with Draigoch's bugs I got my money's worth. But if I paid 20 bucks for a bugged instance -- that's not in the known issues????? Yah...I'd be pretty upset.
Either fix the raid or refund the money -- plane and simple. Doing neither is totally unacceptable.
At this point I'd settle for just any alternate way to get the scales/helm token/shoulder guards token. If the bug isn't fixable/isn't a priority due to too many other things to do, then please PLEASE just give us some other way to get the gear? Its extremely frustrating to beat your character against a braindead dragon over and over again simply on the prayer that it actually lets you kill him this time because it is the only way to get the scales/helm token/shoulder guard tokens.
Perhaps make them a barter item for seals or an absurd amount of medallions or SOMETHING to give those of us who can't seem to get an un-bugged dragon a way to get the gear. Having the gear restricted exclusively to completing this unreliable raid makes it twice as frustrating when it bugs. Not only is there the disappointment of wasted effort and loss of enjoyment in playing the raid, but also the knowledge that you have to do it all over again not because you enjoy it but because there is no other way to get what you need.
Though I've had decent luck with Draigoch not bugging out (<10% bug rate in 50+runs), I do feel that an instance this (ostensibly) buggy should become free content at some point. Particularly if they have 'cut bait' and given up on trying to fix the issues (or even pinpoint them for that matter).
Worse than the absurd Draigoch bug - which STILL causes him to completely bug out at the end of phase 3 - is the fact that Turbine STILL hasn't fixed it. Two full raid nights, wasted, on this.
But that is still not the most grievous blow. It's the absurd, short-sighted, lame, stupid rule that they simply won't let GMs kill him for raids that deserve him dead. You have to waste all that time - AGAIN - only to watch him bug out.
AGAIN.
Naysayers will say: "Exploiters will take advantage of it!" Well, I say... "Haven't we been taken advantage of ENOUGH?"
Turbine, change the policy. Let GMs use their brains and GM-tools to determine who can, and can't get autowins assigned at the end of your unfixed, broken Dragon-run.
And if it annoys you, well, that will just give you more incentive to fixing it SOONER.

I agree the bug is annoying and the GMs should be a lot more pro-active about dealing with it, and the devs should have fixed it a long time ago.
But I have to admit Draigoch is one bad ### boss - and I just love how how he talks #### to you and the animations are pretty impressive as is the whole presentation itself. And while I'm no huge fan of the run around avoiding instant death mechanics - I have to say it's probably one of the coolest bosses I've ever seen on any MMORPG. They did a very good job at bringing that dragon to life IMHO - and it was all done in such a rich tolkenesque manner that it's pretty hard for me not to appreciate, bugs aside.
It just happened to us.. SO upset .. been sitting here waiting with draigoch for over an hour and still no gm has responded to our ticket.
Yeah it's annoying. It happened to us too a couple of weeks ago too. He had less than 100k HP left or something then froze up and just stood there - and I felt really bad for the Raid Leader cause he had spent hours of his time putting the run together.
We waited around for like an hour or two also for a GM to answer the ticket but nothing ever happened.
The GMs respond ALL the time, just to say, I'm really sorry, there is nothing I can do, and nothing I can give you for hous wasted, but hey, we are excited here about Rohan!!!!!
Went on first Dragon run cause it's the only way to get the last two items of top end gear. Took us an hour or so to get group . A half hour to get everyone down to drop floor. Another half hour to explain fight. Okay ready set go(so excited ). Then for what ever reason the dragon didn't want to play anymore . Oh don't get me wrong I had fun. But really so much time invested for no rewards is becoming old hat in this GAME and I am so close to saying well I won't be throwing good money down that rat hole anymore. Since turbine can't fix it I say give us another option on getting that gear!!!!!!!
I just came back to the game after about 6 months away. Just ran Draigoch 4 times in 2 days.
He bugged. Every. Single. Time.
In phase 3.
*sigh* - I think I agree with some of the previous posters. It's gotten worse.
Three of those attempts, we had good groups. No one died. Everyone knew what they were doing. Draigoch just froze up. One time, all FMs were done, and there was just 50k left on the body. Froze.
I might try again, but I need to find another way to have fun. This isn't it.
If this is not fixed in the update on monday, I am NOT BUYING ROHAN.
A fix to the Draigoch raid was not mentioned in the patch notes. So I wouldn't expect one. They could, "stealth" fix it. But I doubt it. I suspect making the Draigoch raid work properly is simply not a priority. If it's a deal breaker for you....well.

So I've heard other people talking about a game exploit, gotta admit I'm curious, it would make more sense to do that, rather than to waste an hour of time playing to basically get a giant middle finger right in my face. The lack of customer support bothers me even more than the bug.

Well, they have given us the ultimate challenge.
In order to win you must:
Remove all pets/heralds
Never lay any Rune-Keeper stone
Use no forced taunts
Run around playing hide and seek with a thousand year old dragon that won the 'Gandalf Impersonation' contest
they dont fix the dragon because they lack the ABILITY/SKILL to do so......just like how they cannot seem to fix the lag
I think you may be on to something. The server lag has been terrible for weeks now, Draigoch has been bugging out since I can remember... and it's been literally years and they still haven't been able to fix the horrible AI of their Skirmish Soliders and other NPC-related mechanics.
So it may just be a lack of technical know-how like you say. Maybe their old programmers quit or something and the newer ones simply don't understand the code well enough to tinker with it. So it may be time they start rewriting some of the older content into a language they better understand so they can have more control at refining it and identifying the problems.
I've actually seen the housing items drop a ton more recently than I ever did in the months I've been doing this raid. I won the Enormous Yard trophy even...now I've just gotta start an alt kin so I have someplace to put it!
I've also see the CJ bug happen a lot more lately. CJ's are done correctly with plenty of time to spare, the normal in-game CJ panel confirmation comes up that you completed the named conjunction, but the chat flavor text doesn't appear and no debuff is applied. I've been on runs where we repeated the CJ a half dozen times and it would never go through, even after double and triple checking that we were doing the particular one that was missing and it never counted toward the challenge.
This afternoon we played Draigoch and he bugged when we were attacking his rear legs. I didn't know he could bug there, I always thought it was at the end in phase 3. edit: In case I didnt make it clear, we were in the caverns attacking his rear legs, while he was standing upright. I think we had just gotten into phase 2.

Draig bugged on my group at 300k tonight. Last week when I ran it on my hunter, he bugged at 80k. I think for the first six months after the raid came out I never saw him bug (and I ran it on all 3 of my 75's almost every week). Last few months, seems like he bugs more often than not though. Guess my luck ran out.
