I have been considering getting a 60 day VIP Game Card. The only question I have is what do I get to keep when the 60 days runs out? Am I correct in assuming that I will keep any quests I have already purchased while F2P, but lose any others? And do I get to keep the item bags, shared storage, shared wardrobe, additional cosmetic slots, and travel destinations?

You lose quest packs that you rented with VIP, though you can still complete anything active (quests/deeds)
Bags, currency cap, traits, and swift travel are unlocked permanently on any toon you logged into while a VIP.
Shared storage is not a VIP perk, we pay for it too.
Ditto the extra cosmetic slots.
Shared wardrobe IS a VIP perk, but when VIP expires you can no longer put new outfits into the wardrobe.
Swift travel is an all-or-nothing unlock by the way, once you have it on your character you have unlimited use regardless of your previous access to the stable route or not. Some routes have restrictions for everyone, but those are typically quest-deed-related and are locked until you have a key for all players, with the exception of the store swift travel tokens.
You get to keep the gold cap removal, five storage bags, riding skill, and anything that you have bought in the store. I'm pretty sure you keep travel destinations as well. I didn't pay attention after my VIP was over, because I switched to working on my low level characters. You won't keep shared storage or any of the cosmetic perks. You have to purchase those after your VIP is over. Your character slots will also go from 5 available down to 3, so you'll have to pick which characters you don't want to play with until you re-up your subscription or unlock them in the store. I'd recommend going VIP, at least for a little while. I enjoyed it and am going to get my subscription active again soon.

you will keep anything you purchase for TP or cash no matter when you purchase them. you will loose any other quests which youve not purchased except the starter zones\countrys and lonelands. youll also be able to complete any deeds which you start in zones you dont own the QP for but not start others once you downgrade

youll keep bags and quick travel but you still need to discover both ends of the route.. which requires cash to use.. if you dont have cash and\or discover both ends of a route you will still be offered the option to purchase the route
shared storage iirc is only available if your purchase it,
wardrobe space is basicly rented while your ViP, youll loose access to it once you downgrade but you can purchase a perminat unlock
cosmetic slots im not sure sure about
youll also get unlimited gold cap.. well max gold anybody can own is 9999gold

An important point: all the stuff that you keep, you keep ONLY on characters that you LOG IN WITH while VIP. This means it's important to create all the characters you think you'd like to play later, and at least play thru the introduction level 1 instance with them.
Characters you create after your VIP time will have the standard stuff that all Premium players have, and not the extra stuff folks are talking about on this thread.

Going VIP for a time can save you a whole lot in Turbine Points, and isn't all that expensive. Heck, some folks just don't like to have to spend points all the time and just go VIP to save them the bother!
The main reason I haven't gone VIP already is because I have never liked the idea of using a large credit card online (I know, I'm paranoid =P). But also because I'm not online very often during the spring/summer months so I don't want to pay for it when I won't even be playing. Which is why I am considering getting a Game Card now, since I have a rebate-card on a Visa so, it's just enough to get the Game Card.
