If you want to report exploiting, do it in game through a ticket. Make sure you NEVER post pictures of them on the forums unless you like getting your threads and posts locked and deleted while receiving infractions. I've owned too many people who have done this and would prefer to see the people I assume you are referring to get owned instead.

Go to help...then submit a new ticket. The help is a little "?" icon near your bags on the bottom right side of your screen. Then fill it out, exploiting is an actual catergory IIRC.
Make sure you spell their name correctly, and trash them and corpsejump them as much as you can in game, too.
You probably won't see anyone banned unless they have a potty mouth, just ask Ryu. They let people glitch in maps and exploit, but if they use cuss words, with an in-game profanity filter, they will get banned immediately. Photos can be altered, but they love their chat logs.

Turbine bases there ban intensity off of account activity. Being reported for exploiting a couple times may not affect a ban, but eventually enough can influence a future ban. They refer to it as 'watching your account for suspicious activity.' It's better to report someone for exploiting than not to, because somewhere down the road it can come back.
