Would it be possible to make the game playable for people who play on low performance systems by allowing them to lower the graphical settings so that it would take less mb of graphic card memory?

additionally, after you log in but before you enter the games you have the ability to set the game graphics options to bare minimum. so you can give that a shot too.

This is the 2007 launch minimum specs. You can't play the game in 2012 with this hardware loadout. I wish Turbine would issue updated specs.
You should be (it going to be marginal) able with some care to play the game with a 128 MB video card, XP and one gigabyte of memory. You have to lower all the settings. Shut down everything in the background. Play the game in full screen mode. I can tell you the game looks really lousy with everything set real low.
You need at least 25 GBs of disk space to download and install the current software. The installer is around 10 GBs in size. The game after installation is close to 15 GB.

I'm playing on a laptop I got back in like...2006....
The game is definitely old-spec friendly. I have most graphics turned down to min; it looks boxy but eh, im more concerned with gameplay than aesthetics. Keep your Object Draw Distance to at least medium though, it wont slow you down too much more but with that at min you wont be able to see where ANYTHING is until you're right on top of it.
I do notice a bit of stutter whenever there's falling water or lots of fog (eg Waterworks wheelhouse in Moria), but other than that my FPS stays perfect fine.
If you can't play the game on your current pc, I suggest you upgrade it. If you can't or won't, maybe you should play another mmo, like World of Warcraft. It doesn't require a modern pc.
