My kin imploded prior to RoI coming out and I took a 7 month hiatus and have been back for a month or so now trying to play catch up. I do not plan on raiding until RoR comes out so the raid gear is out of the question for me. So I am attemptimg to get the Moors set or a mix of them. Could you all review my stuff and tell me of any other items that are out there that I can obtain in a 3 man or less group. I have on more piece for the PvP armor and that is the Jacket of Precision, and I know my jewlry is atrocious and that is where most of my short comings are coming from. It appears that crafted jewlry is not what it used to be... least I have not found any recpices for my jewler yet that is better.

Several hunters are running around with 2,200+ agility, and 33,000+ Mastery, but to achieve this you would require to run Orthanc Tier 2, Skirmish Raids, and the new instance in the Great River.

I guess stat preference is all matter of opinion, some people like running 2000 agility and 7000-7500 morale, others like ~2200 agility and 6000-6500 morale and some like pushing it to 2400+ agility and ~5000-5500 morale, it just depends on what you are doing and what you are comfortable with. if you are doing more solo stuff, then maybe a higher morale and lower agility suits you better, if you are grouping with a solid tank and healer, then you can sacrifice some morale for more damage/agility.
Personally, I like keeping my morale in the 6000-6200 range, and power at ~2500, everything else gets dumped into crit/mastery and agility. I like keeping my crit and master on a 1:3 ratio, so if I have 6000 crit, I want to have at least 18000 mastery, I currently sit about 10000 crit and 30000 mastery (but again, with items out of your reach per your OP, so I'll digress).

The "Impossible Shot" 4-piece set (minus the helm and shoulders) can be had from simply running 3/6 mans, with the 6-man foundry netting the best overall "barter currency" for your time, if you have a solid group that is... The Helm and Shoulders are restricted to the 12-man raid which is very very easy and is being downed by even casual kin's, if you happen to join one before RoR.
as mentioned above, there are also a BUNCH of really nice gear from 12-man skirmishes, so if you can even get into a casual but active kin that runs daily raid skirmishes, and weekly (or more) Draigoch raid runs, then you will be set!
To the OP--> These are good stats to shoot for if you are a non-raider.

Why so little finesse? Are you using Combat Analysis? Trust me, finesse makes a big difference for Orthanc bosses. Maybe you are not talking about raids with this build? If you're talking about landscape mobs and stuff, then why finesse at all? Maybe I'm just off my rocker or am not following your direction. Apologies if not.

With all the new gear, top end hunters can pretty easily sit above 7k morale unbuffed and still hit 2400 agility pretty easily, heck even 2500+.
I appreciate the posts and the information. I just am baffled at some of the numbers that folks are throwing out in regards to AGI and Physical Mastery. I know that the PvMP armor is on the lower end of the raid gear (Which I think is idiotic) however I did not know it was that low. I have not been to the River Region Yet as I was levling my crafting alts. Now that my Jewler is 75 will have to bring him over there to see what he can get. Thanks again.

If you do some instances, and find some decent jewelry from some raid skirms you'll get up into the 1800's-2000 pretty quick. Same goes for your gear once you move from quest gear to barterable stuff.
As everyone else said, run a lot of skirmish raids, they provide a slight boost to seals (6 per run) and chances for worn symbols, which aren't that important, but different gear pieces with nice ICPR/122 agil/996 finesse.
If you're not running ToO with a regular group to get the deeds done, I'd suggest getting the Draigoch gear (Impossible Shot).
The Limlight Gorge faction provides the best jewelry in the game for all classes, but only 3 pieces for a hunter (pocket/earring/ring) as well as the RoF T2 first boss gives a nice 126 agil/63 vit bracelet.
As with raid running, finesse is a must. I usually run with ~8.5k crit (unbuffed) and 7.1k finesse to make sure when I'm ccing trash pulls they don't resist my DS or BA/CotP. The finesse is even a must during boss fights, where they have some decent resists and mitigations to go up against.
Once you're mainly geared (noticed you are likely to PvP a good amount) I run in orthanc either 5faron/1pred or 4faron with the legs and boots being the predator set to boost my crit rating and my agility (they both provide 134 agil, with the boots providing some ICPR at the cost of vitality).

Only got 1x teal jew. from DL, Band of Riddling Complexity. Rest i got from the new area : Great River once you hit kindred. Also have complete DL set, with a "shabby" cloak from a 3man or 6man instance. Got enough power, but my morale is too low (5500).
In other words, the new great river jewellery will boost your stats beyond imagination :P Rest is tweaking, finding right armour piece or relic... but thats, too much work.
It always cracks me up how whenever someone asks advice for a "non-raiding" setup, almost everyone tells them to run some skraids. I appreciate that they are easy, but they really don't address the question from the OP - who clearly said he didn't want to raid until RoR.
So for the OP...
Here are a few things you can work on w/o raids:
1) Immediately start getting your Limlight Gorge rep up to kindred. This will supply you with a ring, earring, and pocket that beats anything else out there. You can do this by running daily repeatable quests in Limlight and farming task items from the big trees there. This will usually require at least 3 people to go fast, although it is possible to solo some of the mobs there. You may also want to run repeatable quests in GR to build up enough gold tokens to purchase the jewelry. There is also a rep bracelet (x2) that you can get which is a decent substitute for raid gear.
2) Start farming medallions and seals. The absolute best way to do this is with Foundry runs, which requires 6-man. You get about 550 meds and a bunch of seals twice a week, and can continue farming it for meds all day long. Alternatively, you can run 3-man Isen instances.
3) Purchase 4 of the Draigoch armor pieces using the above farmed seals/meds.
4) Either purchase or craft yourself the GR jewelry and off-hand weapon (axe appears to be current favorite) to fill in the other spots. The GR stuff is, depending on the rest of your stat configuration, arguably better than most raid teal drops (except T2 Tower). Kind of annoying for those of us that farmed skraids for weeks to get an earring or ring.

Didn't read all the responses, so sorry if i repeat...
Get the limlight jewellry... great stuff, pretty easy to get. I got kindred with Heros and Riders in four days after release.
As for armour, the Draigoch set is not very tough to get... usually there are succesful Draigoch pugs run quite often, and the armour is relatively cheap.
I think to sum up everyone's posts together and to help other hunters just hitting level cap or coming back from a long term AFK;
1. Make sure you're in your world's glff if you are not in a raiding kin (/joinchannel glff) to be able to see all the different skraid/draigoch/RoF/Foundry/3man pugs. Whenever you have time to do a skraid or two, I suggest doing them for the bonus seals/meds as well as the chance for some nice teal jewelry and to make yourself a SA bow/main hand (bow being made first always).
2. If you have the Great River EP, start working on Stangard Rep and Limlight Gorge, with the priority being LLG rep. While grinding these quests (LLG rep comes from doing Roots of Fangorn daily quest + the 3 other dailies once you're done with all the other quests in the area), I suggest start tallying up what virtues you need to max out to 14 and make a list to do for later once you're decently geared. If you don't have the GR EP but have the Dunland EP, max out both Dunland and Theodred Reputation, as they provide some decent jewelry for newly level 75s.
3. A mixture of skraids, Isen 3mans/foundry and RoF will give you a good amount of medallions and seals (and if mainly skraiding, a great deal of marks), which I suggest using the medallions ONLY on the Impossible Shot gear from the Adventurer's Quartermaster in Galtrev. You can get the chest/legs/boots/gloves from trading in medallions, and the helm/shoulders come from the tokens in the Draigoch raid. Many pugs complete draigoch every week on most servers, so joining one shouldn't be too hard. A successful completion of a T2 Draigoch with the FMs completed will net you a Worn Symbol of Celem + some nice relics so you can start working on a 75 SA bow.
4. By the time you have your SA bow and a few draig pieces, if you haven't already, start knocking out those pesky slayer deeds for the various slayer deeds you need to do for your virtues. Virtues make a massive difference when in Orthanc raids T1, or T2. If you're into PvPing, virtues also help majorly with buffing some morale and Tact Mit that help against most creep classes.
5. With those extra marks, I suggest buying Greater Scrolls of Empowerment (to max legacy tiers) and a Greater Scroll of Delving (one per Second Age LI). When reforging your LIs, always choose majors to add onto your bow, as majors are a hunter's best friend. If you don't have Induction/Focus Crit Magnitude Multipliers on your bow, add them and tier them up with GSoEs as soon as possible, they are the bread and butter of the hunter.

1. Raids can just as well be 24 man and skirmish raids are still way different from usual raids in many aspects.
2. That is exactly not the point. The main point is that skirmish raids are faster than many 6 mans and WAY faster than an actual raid in ToO would be, which is why they should still be considered for anyone who do not want to spend hours raiding.
3. I dont like the GR bracelets much and you'd need to get a ring somewhere unless you make due with the rep one in Galtrev.
