I'd go with "Eärendil was a mariner" if it weren't for the diaeresis.
If you buy that, I'll fire off "BAGEL-SAVING LICKS" and head for Maui -- I'll be offline until I settle in and get the network sorted, so feel free to carry on without me. I had a funnier but naughtier anagram for this one, but didn't want to get a forum suspension.
Question: do all of the parts (scrambled and unscrambled) refer to Tolkien subjects, or, does one of them refer to the Code of Hammurabi? And if so, are we required to post in cuneiform?
Like I told you... What I said...Steal your face right off your head.

ROFL! Sorry I didn't mean to make this so hard. This might help some more:
The unscrambled statement is taken directly from the text. It is only part of a larger statement. To be even more specific it reveals that goblins have a long memory.

While we're waiting for the next one, I'll share my failed try for the previous one.
"habit worn trees" also anagrams to TWIN BROTHERS AE. Now, having left-over letters is usually a sign that your idea for the anagram is broken, but in this case there's going to be another step. So what would AE mean in this context? Well, since Tolkien likes alliterative twins, Elladan and Elrohir sprang to mind for the E pair, and Amrod and Amros (sons of Feanor) for the A pair. And then we need an alternate E set -- took me some googling, but Elrond and Elros (his twin who chose mortality) popped up. But then there's a third E set: Elured and Elurin, so that wouldn't have fit all the clues... too many E's!
If he'd extended it to Men as well, there'd also be Folcred/Fastred, and he could have used the anagram:
Thought this one could use a bump too. I'll bring everything together and post another hint if there are no guesses soon!
What we have so far:
He's go go toe finder! - the scrambled puzzle
1. You can remove all the punctuation since it's not part of the unscrambled text. (Remove the ' and !)
2. This is an event. A big one.
3. The words 'the' and 'of' are part of the final answer.
Hopefully that will help!
