I have the stuttering/hitching issue as of update 6. ("Lag", as in the internet kind doesn't seem drastically different to me except in the Moors, where it is noticeably worse -- sometimes freezing for 30+ sec and/or crashing out/connection dropped... but that's a separate issue). But I definitely still have the stuttering which began for me with update 6. My experience:
"Normal" behavior at a given location for my client is 40-50 FPS. When the hitching/stuttering starts, my framerate drops to between 9 FPS and 16 FPS approx. This lasts for a minute or two, making control very difficult. After the minute or two passes, all is normal and I'm back to smooth 50 FPS. This cycle will then repeat every so often, perhaps 10 minutes or so. I haven't measured the exact interval, but I know it's short enough that in running the bree and shire race horses, traveling straight from one to the other (fast travel between the zones) after the first was finished, I had two episodes of the stuttering. So that's probably about 10-15 mins. If I am running widescreen it seems much worse, so it is apparently performance related, not internet-lag related (at least, that's my guess).
Hope you can find it. It's _definitely_ new since Update 6, and it's _definitely_ still there. Further my experience is that it's not based on location -- the experience I describe is independent of where I am or what I'm doing. It's caused me to take a vacation from the Moors (in addition to other changes...) and can even create some sticky situations in PvE.
Edit: Almost forgot -- I have not had the stable mount problem.

Let me be very, very clear. This is for those issues specifically introduced in Update 6. If you have a 'lag' issue that you have experienced since Moria, or ROI, or Mirkwood, plesae do not add that to this thread. We are attempting to isolate a specific issue. Posts not directly related to that issue will only slow the process, confuse the discussion, and delay any solution.
Consider this a pre-emptive thread as we've seen reports that may or may not be related to the issue at hand.
If you see some other issue, please use the /bug command in game and file a bug report. Do not post it here.

First, an apology, didn't know this thread existed until I read CSTM.
Numerous issues with Swift Travel still. Unfortunately, the only one that immediately springs to mind as demonstrable was from Gloin's Camp to Rivendell -- got to SM in Rivendell and just froze. Mount then ran around in, well, 'a circle' smacked into the rock wall, and sorta 'rubberbanded' sideways to the SM and then just stood there. FPS, packet loss, etc all all were within tolerance and I could see other players moving about normally.
Thusfar, the most bizarre experience and a one-off from the standard SM steed just freezing mid-path between stables.
Thanks for listening Turbine, I know y'all will fix it!

I've had multiple stuttering issues since the festival came out. They last anywhere from 5 sec to 1 min and maybe longer. They have happened in Bree while running from one stable master to the other, while doing the quests. Also while running to and while doing both horse races.
I've had stable masters horses stop and never restart or restart and start running around in circles, from the farm back to Bree and Forsaken Inn to Bree.
Also I've noticed that some times when I stutter, I lose the connection to the chat server and when it says I have reconnected, I can move again.

Oh! Nearly forgot -- I've had this since update 6.
Whenever I loot a mob, there's a 'lag' between me killing a mob and it's death. For instance, every fight ends with 'the mob is already dead'. This is also highlighted when I loot -- there's a solid delay between the loot text appearing in chat and the loot showing up in inventory. It's really 'laggy' is the only way I can describe it. It's really a pain as a Burg because on some of my dazes/stuns I turn off auto-attack so as to not bring the mob out its daze so I can get behind it (Giants in MM for instance). A lot of times, the Stun/Daze will go off, mob in daze state, but because my auto-attack or something is lagging, that last hit that shouldn't be a last hit tags the mob and wakes it.

I will take this moment to report that my character took a stable ride from Dolven View to Deep Way and the mount stopped right at the start of the bridge of the guardians of the stone council.
The mount froze in one spot and would not move. I was forced to dismount and go on without it.
Then the stable mount heading from Deep Way to Rotting Cellar ran down the inclining path, and flew in the air somehow making a huge crunch when it landed and spraining it's ankle. This has never happened to me before on this path.

For me and the whole of my kin (Pata Negra, in Eldar) the fix didnt work at all. In general, we hadnt lots of the horse issues others report ( i had it once but never again). But the main problem persist: hitches/lag/stopped game (whatever you want to call it) of about 2-5 secs every time we joined in group to do ToO, RoF and so. Is, as i said, more noticeable in groups, but personally i noticed too some "jumps" when questing. I stopped 1-2 secs, then world moves again quickly around me. And the worst is Ettens. Before U6 we had lag when large raids clashed, more in forts. We know the server doesnt go well enough with all those ppl aroun, and well, we go throught anyway waiting for some day Turbine give servers a bit more capacity...But, from U6 is amazing the lag and "jumps" we endure, and not only in my kin, lots of ppl, when in raid (and no fighting, only searching for the other raid) noticed the lag, stipped in middle of the grass; hunters have to wait 2-4 secs to track works,skills have a 1-2 secs delay etc,etc And in fight...well, in fight you can get even 10 secs of delay. This is sad cos lots of ppl dont want to raid in ettens anymore due to it.
Somewhere in the forums ( i dont remember if in this threat or the closed ones) ppl said the ppl who have this issues is only a minority. Thats untrue. Lots and lots of ppl (at least in Eldar) have the same issue, but many ppl dont come to forums to say it. My kin isnt a big one, but around the 20-25 lets say "more present in game" we all have it. And as i said, in ettens 24men raids of different kins noticed it at the same moment.
Is possible all that ppl have bad internet connections, old pcs or graphics cards? Dont think so. The fail is not in our side. And sorry Turbine, but seems the fix didnt work

The lag spike on initial entry to the Orthanc instance seems to have been greatly improved--no one got hit by it this week, and similar issues when going into the Foundry and Draigoch instances were also pain free.
However, although I've not gotten stranded by a disappearing pony, I did notice on several occasions riding in the Shire post Monday that the stable ponies did occasionally skip in place and then lurch forward. This was my first repeated ridings through the shire on rentals since Great River dropped, and so is a new behavior.

I spent yesterday running a couple of my characters on Gladden, where I hadn't been in a couple of weeks. I have NEVER before had the kind of hitching/rubber banding I experienced in Bree yesterday. While gathering envelopes I ran up to the envelope, attempted to click on it, and suddenly found myself about eight paces back up the road.
Weird stuff.
Someone had mentioned the client doc file that lives in your app data area on a Windows 7 machine. I did try removing that and found that general "gummy" play was incredibly improved - but it certainly isn't gone.

Slow ride to Trestlebridge from Bree found me dismounted right where the road gets close to the stream yesterday.
As for all the rest of the lag stutters, I honestly haven't noticed ANY improvement and in many cases it seems as though it's worse. Getting killed by lag is hardly fun stuff and over the weekend I racked up 7 death-by-lag events...

I had very smooth gameplay pre-U6, and frequent pauses/stutters post-U6. The game pauses for 5-20 seconds, and sometimes my toon pauses, but the rest of the environment (NPCs) continue to move.
I have also had fast-travel mounts freeze occassionally, but I can dismount and continue playing.
This is getting very annoying, especially when the game pauses during combat. I know it is NOT a bandwidth/latency issue on my end.

I thought this issue (which happened a LOT for me between updates 6 and 6.1) had been resolved. However, I'm starting to have the same problems again with stablemaster rides getting stuck.
There doesn't seem to be any clear pattern when this happens to me. Sometimes it happens right at the beginning or end of the ride (common with swift travel), and sometimes it happens in the middle.

Although I virtually always take swift travel, the two times I mistakenly took normal travel, the horse failed to make it very far before refusing to move another step. Swift travel always seems to work fine for me.
Of greater concern are the sudden stops that happen at random times out on the landscape or in instances, where I (and everyone in my fellowship or raid, if applicable) just freeze for anywhere from 2 seconds to as long as 6-8 seconds sometimes. My auto-ping program (Ping-Plotter) often shows a clear 30-40ms ping at these times (although that one router right outside Turbine's border still loses way more packets than it should!) so the problem isn't network lag, and anyway I'm often fellowed with people on multiple continents and we all freeze at once, indicating it's likely still a client or server-side problem.
Having said this, it is MUCH less frequent than it was before the 6.1 patch, but it is still happening. Perhaps there was more than one cause, and Turbine fixed the worst one, but not all of them?
I also have been seeing that weird one-step-forward hitching in the Estledin crafting hall and a few other places I don't specifically recall.

The 'micro-lag' (fractions of a second here) happens constantly in this household. Very annoying when trying to manually follow a person - it keeps looking as if they have stopped, and then they rubber-band to the 'real' position. Also extremely irritating when playing a warden, since occasionally it will drop a gambit builder!
I have experienced the horse freeze, but only on slow rides (from King's Crossing to Oatbarton). Never had a problem with fast ride.
Both PCs are monster gaming builds bought this year. Only after Update 6 have we seen this problem. It is in all areas, with all characters and all accounts.
We are running SSD for what it's worth. Both have Nvidia GFX.
Other than this odd issue, there is no lag at all - including in the craziness of festive Bree.

I bought a ride from Rivendell to Gwingris the day after update 6.1. The ride never got me all the way out of Rivendell, and the mount just stopped suddenly. So this bug is NOT fixed.

I am experiencing the Stable Master mount stopping as well. It has been as random as most others. I have not seen it on swift travel though. It can stop as early as 3 seconds after I start, or 10 feet away from the end.

So long as I take Swift Travel to any point from a Stable-master I'm fine and get where I'm going. But it doesn't matter where I go on a regular travel mount, it stops dead somewhere along the way. Mighty inconvenient!

Im currently on a horse from bree and have been stuck standing in the middle of the road for 5 minutes now.Can we start getting some kind of perk or reimbursement for all the travels that we have paid for and had to abandon.This is the 11th time since friday.

Same thing here. Swift travels, no issue, slow travel, my horse threaten to stop at any time seemingly at random. Sometimes it doesn't stop, sometimes it stopped twice in a few seconds (relog, he then stopped after a few seconds).
It is very frustrating indeed, as slow horses are utterly unreliable right now.
For the lag, for a few days after the last update, lag was decreasing, but now it has gone back with a vengeance, with even long stuttering (3/5 seconds).

Mount problems had not seemed quite as bad since the "fix," but tonight, slow mount in Moria froze four times on a single ride (log-out, log-in to unfreeze); minutes later, swift mount from Galtrev to Inner C.G. also froze.
The lag, meanwhile, seems about the same.

so to update, in our raid last night, there was at least 1/2 dozen times when clearing ToO that we had simultaneous lag moments that lasted anywhere from 2 to 10 seconds. We've given up trying to do some of the content on T2, let alone challenge, until this issue gets fixed. We are from as far away as asia, alaska, california, nevada, new york, missouri and some other places I can't think of right now.
What horses I've taken haven't had many issues, but have had more issues with mapping where the map fires but I don't actually go anywhere.
I also deleted the Pando Media Booster the other day and it seems to made some improvement in other types of lag. For instance, I ran ToO in my normal video setting of Very High and didn't have any issues. Normally I'd have to drop down to low to keep my frame rate from going down to nothing. I've also had to run the game with DX9 instead of DX11 which my video cardis more than adequate to handle. I'm going to try kicking that up for next raid. Cant say for sure that the PMB is the cause/effect issue here but....
Another problem that's been happening for a couple years now, I want to say, since MW is increasingly long loading times, both on game start as well as changing locations. Yesterday it took over 5m to load into the game. Some people in my raid group complain of loading times approaching 10m. This issue has been increasing over time. A couple years ago, I would load in, at most, a minute or so. now the gold ring, instead of pulsing, will sit dead for minutes, flash, stop flashing, flash, fill the bar some, stop, flash and then finish loading. This is the same experience for most everyone I know.

The first time I experienced the stuck/unresponsive horse issue was on Bullroarer with update 6. I could not replicate it so I never bugged it. I get it all time now and can almost consistently recreate it. While on a stable mount I just click the lotrostore button to browse what is for sale. It usually lags while loading the store contents and when it finally loads the horse remains stuck in its current position.
I've gotten a stable horse stuck between a lamp post and a rock just feet before reaching the Galtrev stable a few times. I never took this route before update 6 so I don't know if it is new. The horse seems to take a wide turn sometimes and gets physically stuck here.

First time for me, got stuck on a stablemaster mount heading from Dolven View to Crossroads. It stalled just before getting below the stairs near Dolven.
Kinda annoying having to ride "manually" in there, luckily it was a lv68 character though so nothing aggroes...

I left Bree from South end - going to Forsaken Inn (no swift ride) - stalled out at the Skirmish camp and had to relog. Relogging got me started again. This was about 3pm EST Sunday.

My wife and I have called Bree 'Lag-city' for months now although it's at its worst now with so many people chasing invites and launching fireworks!!!
As for stable mounts stopping and refusing to move - I've had it happen twice since the patch so now use Swift or own horse. Not willing to risk a low level on a dangerous route (like up to Rivendell) until no problem with the safer routes. Wondering if the Anniversary has made demand on servers too great and hoping after April 30th the stuttering/hitching etc will disappear. (Also game usually stops responding when I log out).
And until then I won't play my warden as finding gambits kept failing. At least on champion I have other skill that respond quickly.
Also going to remove Pando - if I haven't already done that months ago. Plus check system although that's been okay with other MMORPGs...

I was jumping from the top of the stairs to the ground on the steps out of GV last night and got stuck mid-air twitching like a freshly caught tuna for about 15 seconds. Needless to say I didn't go out any further, a delay like that in the Moors = death.

This is my experience too, the stuttering had noticeably decreased for a few days after the update, but now its back. I never saw the long pauses (aka stuttering) completetly go away, but it appeared to have decreased. Now its as bad or worst than I had experienced before.
I'm getting worried as people in my kin are putting the game "on a shelf" until this issue is resolved. No rage quitting (mostly), just going where the play is smoother. In my opinion, Turbine needs to make this correction priority one over expansions, class tweaks and the rest. If this isnt corrected, I see people quietly going elsewhere or primarily playing in "solo" mode.

This is something I never noticed before the update.
Because the map travel icons are so similar I managed to click the wrong one, so I moved a little to cancel the first one and then clicked the correct one. Previously, this would have cancelled the first, but now both icons were active and when the loading screen appeared I got the first one (Thorin's) and then, very briefly, the second one (Shire) before I arrived at the second destination, just like I wanted. I then noticed both both maps were on cooldown and tried redoing it with another character and with other maps, with the same result. It appears I can no longer cancel travel skills and I get "charged" for both.

Actually, as far as I'm aware, cooldown timers for both maps activate when you use one of them. It's like the cooldown timers on potions; it triggers for all of them when you use one. Other than the weird lag you got, I don't think that's new or a glitch.

What is up with the hitching and sticking in Bree and other areas? Also some ability delay, which I've been tolerating.
It's not just lag.
I dread going in Bree sometimes. Thorins Hall is better but it's still annoying.
This seems to coincide with the Anniversary event and seems to be getting worse each day.
Twice within 3 minutes my rental horse stalled from Thorenhad to Ecad Candeleth.
Oh they iz gonna pay me ma 45 silver!!
They are probably working on it but I don't care, and at this rate I won't be around to see a resolution.
If this keeps up then somebody will be able to "haz my stuff"

You have had enough time to fix this.
It's well known and confirmed. It doesn't matter where I post it you already know about it and have had PLENTY OF TIME TO FIX IT.

The strange thing about these issues is that they are not consistent. When the Anniversary began and we were expecting a fix, I logged in and found that nothing had changed. I played a few characters on both Brandywine and Riddermark running the festival quests and all had the same issues with the approximate same frequency.
Then I took a break from the game for a day and when I logged in next, it was on a little-used low-level alt on Elendilmir. For the first time since U6, the game ran almost normally for nearly the entire play session! The loading times were FAST! The NPC's, skills, doors, everything, were responding instantly! And the lag was GONE even in Bree at the busiest time of the day! I was ecstatic!! I eventually logged off with that character and went to one on Brandywine. Everything ran great with just a few minor hitches and stutters here and there. Just before I logged off with that character though, a stable ride went crazy and I had a few 5 second pauses. No biggy I thought.
I then logged onto another seldom used character on Firefoot. The load times seemed a bit slower but with the exception of a few errant stable rides and some lag in the usual spots (Bree Fountain, MD bank area, Thorin's Hall), eveything still ran smoothly. Next day... everything started deteriorating again except for an hour or so over the weekend when everything seemed to get better, again at peak playing time! As of last night, things were back to almost unplayable. This is really frustrating.
Sapience, it's been a while since we've had any updates from you. Any new developments or has the Anniversary put the research on hold? I think everyone would like to know what progress, if any, has been made in finding the source of these issues.

In the last thread on this topic I predicted that the next time there was a similar thread Turbine would handle the communications much differently due to the terrible inferring, misunderstanding and overall tone of the previous thread.
