It seems that the crafting tool available is based on your current character level.

So if you have a level 50 character, you won't be able to see the Sturdy Tools of the XXX in the store.
You need to be minimum level 55, and the XXX will depend very much on your vocation. So if you are an Explorer, the store will only 'sell' you Sturdy Tools of the Explorer.

One more very important thing, the crafting tool bought from store is Bound to Account.

I notice this too about bound and lvl and vocation your at.

One thing to consider say you already have the highest tool for weaponsmith but you have an alt that also a weponsmith but not high lvl but you can transfer that tool to your alt.

One thing is that this tool is not the crit version as the crafted on,example the crit version has a 3sec and the one in the store is like 2.9 or lower secs.

For tool crafter this good meaning it doesn't absolete completly the crafted crit version which means you can sell them in auction house.

The store tools are neither the crit or non-crit versions. They're a version placed between the crits and non-crits available in game.
