Hello, everyone. I'm really excited for the upcoming 5th LOTRO anniversary, especially since I've never been able to participate before in a festival. In the Developer Diary, Sleepy mentioned that we can get mounts as prizes in the festivals.
What I'm wondering is, does my other character (who still has not bought a mount) be able to get the mount from the festival as his first horse? Or, as this is a horse race, do I have to purchase a Starter mount to even participate in it?
Festival events, horse races amoung others, provide coins which are only part of what you need to barter for a horse. You also need a Race Token which you win from a horse race, and a 'Document of Mount Ownership' which you can buy from the festival mount barterer at Hengstacer Farm. Toons with mounts from Hengstacer get the Doc at a reduced price, for toons without a mount the Doc price is the same as purchasing a mount.
For the horse race itself, the identical speed mounts will be waiting for you at the starting line. You no longer race against other players, only the clock so its fairly easy if your connection doesn't lag. If you have trouble, keep in mind that running through mud will slow your mount and successfully running/jumping along the planks will give you a speed boost. Enjoy the Fest
Alright. And if you buy a Doc on one of your characters, is the price reduced on the others too? Or does it only work if you buy a mount from Hengstacer Farms?
only works if you buy one of the mounts from the farms, and only effects the prices of buying a horse on that character only

As for the cost, your first standard speed horse will cost 500 silver regardless of whether it's one of the regular mounts bought from Eogar or a festival horse where you buy the document and then trade it (and other stuff) for a horse.
Once you have one of those horses, though, (either from Eogar or the festival trader), along with the horse you also get a Mount Discount for that character which shows up as a passive skill that makes all future mount purchases 60% off (so 200 silver instead of 500). So if you get the anniversary festival mount for 500s, then the spring (or summer, fall, winter) festival mounts will be 200s. It's a pretty good deal for those of us who like to collect them.
(But yes, that discount is character specific. Each character has to pay 500 for their first one.)

The first part of this is incorrect. You do not need to buy a mount from the Hengstacer Farms. The price of the 1st Document of Ownership will reflect the same price as if you initially purchased a regular mount from the Farms. (i.e. 500silver or whatever it is). That document allows your first mount to be a festival mount as your first mount when you trade that document along with any other required tokens.
After that initial purchase, of either a regular mount from the farms or the Doc of Ownership(once it is processed*), all future Documents/regular mounts will reflect the discount price which is 200silver iirc.
* processed, meaning the document was used in the trade to get the first mount. If you were to buy 2 or more documents before you actually use one to get a mount, the price will still be the initial price until you actually trade one to get that 1st mount.
also there are 2 mounts that can be got as random drops from opening the envelopes as one of the Bree festival quests - I managed to get one last night. I suspect you probably need to have the riding skill first though.
