I have a level 52 Minstrel. I run around when solo with the Warrior Skald trait set and it serves her well. For a raid it is not that good and i am looking to re trait for raids.
If i do so which is the best trait set for healing in a raid and buffs which is what i will mostly be doing. Which out of that set should i pick.

There's differing perspectives. Some love 4B/3Y, some love 4Y/3B, some do 5B/2Y. My personal preference is either 4B/3Y or 4Y/3B depending on how many anthems I want to sustain. When I go 4B/3Y, here's what I usually do.
Life-Singer (extra outgoing healing and critical chance? Thank you very much!)
Graceful Demeanor (Unless I'm doing a skirmish raid like Stand at Amon Sul, Siege of Gondomon, or Defense of the Prancing Pony where the retreat point is near where the fighting takes place, the enhanced Rally! is pretty important to me)
Focused Performance (I favor Bolster Courage for my heal of choice, so knocking a bit of time off the induction on it and Rally! is nice)
Silver Tongue (I used to use Subtle Movements, but I decided to try switching and haven't noticed a major shift from being unable to stand there and take it.)
Smooth Voice (for the shortened anthem cooldown)
Glorious Anthem (obvious)
Absolute Pitch (The way I look at it, lowering my power cost an extra 3% delays the need of a Loremaster to fuel me or my need to hit my Coda).
If I go 4B/3Y, I switch Silver Tongue for something else - either Battle-Lyrics, Lyrics of Bravery, or Flow of Harmony depending on if I want to emphasize a particular Anthem).
In either case, my Legendary Traits of choice are Rally!, Fellowship's Heart, and Cry of the Wizards (I'm no good at aiming Symphony of the Hopeful Heart, so I think I contribute more with the 20 second slowdown).
If I were to actually go 5B/2Y, I'd have to drop Cry of the Wizards for Legendary Spirit, and I'd probably dump Absolute Pitch for my 5th Blue, which would likely be Improved Raise the Spirit.
I do about the same thing, except I always trait improved raise the spirit. Usually have captains around to do the rezzing, so I don't spec graceful demeanor; I would spec it in a fight like saruman if the raid was light on captains though. Also usually do hopeful heart instead of cry of the wizards, except in moors. If you don't run out of power, raise the spirit is pretty great.
The 4y/3b setup works best (and is, in my opinion, most fun) when you have the Anthem Duration legacy at maximum on your weapon; without that yellow healing feels like blue with a couple more buffs and less effective heals.

If I were any good at placing the circle, I probably would use Symphony. But since I'm not, I find I contribute better to the group with the slowdown effect.

It's the least important legendary slot for sure. It used to be that they never bothered separating the debuffs for anthem of wizards so bosses were immune to both the snare AND the atk speed debuff; when they shouldn't be immune to the atk speed portion. I just assumed they never fixed it so I never use anthem of wizards in most raids. I'd be curious to know if they ever changed that.
Also remember when the bosses stand up, more or less, all your cooldowns reset so use a bunch before your tank gets to the point where the bosses activate. We usually start the fight and reset it with a mini or burg while people retrait for the boss so we don't have to worry about the timing with the 10 minutes of yapping they do before the fight. If you do that, hit someone with call to greatness, the bubble, and lay a circle where a tank is gonna run since all your cooldowns are gonna reset when the boss activates.

I find this completely bizarre. The poster has written straight out that she is level 52, thus has only 5 trait slots, and won't have all 7 for some time.

Then the poster can pick and choose. But tell me, how long has it been since you had to operate from that perpective? How long has it been since you HAD to say "Heals or Anthems, but by no means both?" Fine, you want from the perspective of 5? I'll give you the perspective of 5.
You'll be going straight heals - Improved Raise the Spirit, Graceful Demeanor, Life-Singer, Silver Tongue, and your choice of Focused Performance, Glorious Anthem, or Smooth Voice. As your legendaries, pick Rally! and Fellowship's Heart.
