Thema: What triggers Constables and Robbers?

I'm down to my last 3 quests in both Rushgore and Parth Celebrant. There are no more rings about anyone in camp and I've had no luck finding any in the wilderness. I was told that Aculf has an instance: Constables and Robbers but there is no ring above Aculf's head anymore for me. Anyone have any clues how I trigger this or where I can find the other quests? I have gotten all the instances in Parth Celebrant so no idea what I am missing there.

I had the same issue.

You have to finish Doron the oathbreaker's questline back in Parth Celebrant, it's somewhat easy to miss. Do everything throughout Ost Celebrant. It should then send you to Rushgore opening up several more quests.
