Hi just a question on the quests. I am trying to follow the epic story, just started Book 2. I understand there is a difference between Expansion Pack and Quest Pack...aside from the "goodies" whats the difference? Say I get to level ~30 or so, are the Epic Quests in areas that I need to purchase Quest Packs for? Or do I need Expansion Packs? I purchsed the MoM Expansion Pack Retail online, but it looks like that is level 50 stuff...so what will I need to continue the Epic Story, I am about to hit level 20.
Thanks. Also, if I purchase Quest Packs they are not dependent on VIP "renting" right?

Epic quests are open to everybody, all the time. You don't need to own the quest pack to access them.
Expansion packs contain quest packs plus some added extras - see the link in my signature for a full list of what you get in each expansion pack.
Quest packs, if purchased, are permanently unlocked on your account regardless of your subscription status. While VIP you will have access to all non-expansion quest packs, once your VIP ends you will only have access to those you've purchased.

Definitely recommend OzEagle's thread. But you will likely need quest packs to do the epic. Here's why:
The epic story itself is free to all - even if you don't own Angmar or Forochel, you can do the epics in Angmar and Forochel, no problem.
But the epic stretches from the starter areas all the way to level 75. You could technically grind your way there, but it'd be an awful lot of mindless mob killing and task turning in to get yourself to high enough levels to continue the epics, since those alone are not sufficient to give you enough levels to keep up with them.

In addition, *I* think quests make it more fun. Quests in Lotro typically have a storyline (of varying levels of interest) and teach you about what's going on in the region. While you definitely do NOT need to buy all of the quest packs, a goal of eventually buying them all is not a bad idea.
If you are brand new and not VIP, the first quest pack I recommend is Evendim. It is a lovely and well-designed region that will comfortably take you from level 30 to level 42-ish, with interesting and varied quests and several repeatable instances.
Once you get past level 40, there are several choices and you probably know your playstyle very well. You can review other "what quest packs should I buy" threads for advice.
