What you linked to was a class trait. Class traits do not have ranks. The only traits that can be improved are virtues. The level of virtues can be improved by completing deeds. Each deed improves a different virtue. This link http://lotro-wiki.com/index.php/Traits gives great information about traits that will help you. If you mean by where it says "4 equipped", class traits come in three colors, red, blue, and yellow. The more class traits you have slotted, the more benefits you receive. The one you linked to, Deadly Strikes, is a red class trait and if you slot 3 more red class traits then you will receive the "4 equipped" bonus. Hope this helps.

Your class traits will have 3 different branches. Red, blue and yellow. If you slot multiple traits with the same colors, you'll have access to those bonuses you see at the bottom of the trait. Depending on the situation, you can change these traits up and give other lines a try as well. You can earn more of these traits as you level up and use certain skills for a certain amount of times.
