Hmm. I don't see free stuff very often. In fact, the last free thing I remember was a fall injury immunity( one shot) - 1 per account. Currently, there is a "30% off" offer available ( until tomorrow) 10 per account. Just shop for the thing you think is free, quick buy it. Once you push the quick buy button, it should take you to a screen which offers you a chance to add a coupon code to your purchase. At the moment, the 30LOTRO code will trim the TP cost of whatever you are after quite nicely. If you are doing this after tomorrow, try the DEMOCOUPON code, for 10% off, if you haven't used that one yet. Obviously, on a geniuinely free offer, like the fall injury immunity, the code entry should drop the TP cost down to zero, before you push the confirm button at the bottom of the quick buy screen.

If you are referring to the free sample of the week, you won't find that listed as a special discount in the LOTRO Store. You just add it to your cart, put in the coupon, and confirm the price has dropped to 0 TP before you hit confirm.
For example, this week's was "Slayer Deed Accelerator (60 min)". So log in on a character, open the Store, find the correct item, add 1 to the checkout cart (free samples are usually just for 1 of the item, so make sure you get the correct entry). When you are in the checkout, there is an area to add a coupon at the bottom. The one this time was 631SMT
IMPORTANT: When you apply the coupon, do not actually checkout unless it says the price is zero. If the charge does not drop, either the item is incorrect or the coupon has expired. Today (29th) is the last day for this one to work, then there is another for next week.
... and confirm the price has dropped to 0 TP before you hit confirm.
Note: there are two price columns, the per-item price and total price. Only the total price will change. So it will say something like: 1 Slayer Deed Accelerator (60 min), 100 TP each, total 0 TP.
