As far as I have read, yes, that is correct. Account bound items in the Wallet do not transfer with a character when that character changes servers.

They are not account bound. They are server bound. The only account bound currency that I know of is Turbine points. They stay behind when a character transfers.
Another case of Turbine not being careful in their word choice. It was bad enough there was only server bound currency like Destiny Points being called account bound. Now we have character bound, server bound and account bound stuff.
I do understand how Turbine backed into this corner while happily painting the floor.

Also, I believe if you buy the Premium Wallet and your shared barter tokens go into it, they'll also be left on the server.
This is a whole lot of grind down the drain for me. And I can't buy the wallet with the 30% off Coupon today or I'll lose more. Kinda feeling screwed at both ends.

Correct. The only way to keep these currencies mobile to the new server is to keep them out of the barter wallet until such time as tech exists to transfer part or all of the balance along with a character to a new world.

Put them in your Vault, and don't move them until you transfer servers. The barter wallet doesn't yank things out of the vault for you (have to place the items in your inventory yourself) and the vault I believe transfers with you (just not shared storage).
Characters transfers are currently disabled effective March 26, 2012. You can still put in the request it will go in the queue waiting to the service to start back up.
Gosh only knows what kind of wait times it will soon be up to the service shut down.

With any luck they're merging the low pop servers.
I doubt we going to see any mergers for some time to come. Unlike DDO which is a grouping game, this game is primarily targeted to solo players or fixed duos. The servers can up and downsized. As population grows and shrinks Turbine can add and remove subservers, blades and other components.
A server probably get very small before it becomes necessary to pay for the costs associated with a merge.
Suffer all the revenue loss because angry people quit over the merge. That was a big problem in AC2. People losing their character names. People being told you have too many characters. Delete some or Turbine will pick ones have to die.
I suspect a number of customers have very low character caps. Free players only have two. Premiums might only have three slots. You tell a Premium, you need to buy another slot or we will kill one of your characters. Probably not going to go over well.
