Wasn't sure how I would do a forum search for the answer, but anyone know what the new(?) doorways I found in Staddle and Bree (so far) will lead to? Each said lvl 90 required to enter. Kind of interesting, but when can we actually expect to see an expansion that takes us to lvl 90? Turbine planning way ahead?
The doors lead to content that is not polished enough to be live deployed.
Turbine has a nifty feature. When a test build is made, these doors are automatically opened for the testers use. That way Turbine doesn't have to rip everything out of the live build.
You will find that all software development houses have mechanisms to deliver unfinished content to their customers. That way completion of the content is easier. If you play Mass Effect 3, you will see a lot of noise about people finding parts of the DLCs in the base game. Getting very angry when they can make a DLC character to appear in game fully operational in the base game.
Unless stated otherwise, all content in this post is My Personal Opinion.
My guess is that certain types of content being developed needed to be added to the landscape for further development, however is not ready or is not due to be released and the level requirement was used to restrict us curious players from accessing it before it's time. When it is officially released, the level requirement will probably be removed, thus making it accessible to everyone.

I remember the Forges in Moria having the level restriction "You must be level 80 to enter"
This was when 60 was the cap
My personal thoughts, on the house in Bree anyway, are
It's gonna be the new home of the cat-lady.
After all she's been in that small house now for 5yrs. Surely she has gotten a few more cats, not to mention it must be getting a bit ripe in there

One of the devs commented on this in the Bullroarer forums. Apparently, his work on Stangard inspired another dev to return to Bree and begin adding new interiors to explore. Unfortunately, they were not completed on time for Update 6, though it was implied that they will be added in a future update. Until then, the doors remain gated behind the level 90 requirement.

Those are the Doors of Perception. If we were allowed to enter, we would be cleansed, and every thing would appear to man/elf/dwarf/hobbit as it is, infinite. And "Light My Fire" would be playing in a continuous loop, 24/7.
Besides, who wants to see a cleansed dwarf? It would be unnatural.
Ambiance interiors are a nice idea. But what I would love to see is what Everquest II does. Doors in certain areas lead to instanced inn rooms and houses. No problems with neighborhoods not being opened up, as there are no outside yards. (Some huge houses have a special interior cell "outside" yard.)
I would not even mind no housing discount on vendors, if I could get a house entry door in one of those cute hobbit holes I see level 90 doors on.

How does one go about giving reputation? This guy needs some.
Look at the bottom of the post on the left-hand side. You will see in gold letters, Reputation. Click on that. Next to it are the words, Report Post. Only click on that if you are trying to notify the Mods here of a problem post.

Alas, you are all wrong, the doors actually lead to a special lag free server where the devs play so they can tell us it's our client's playing up........ *goes and hides before he gets "silenced"*

There is a building. Inside this building there is a level where no elevator can go, and no stair can reach. This level is filled with doors. These doors lead to many places. Hidden places. But one door is special. One door leads to the source.
Oh wait, wrong lore.
Build a man a fire and he is warm for a night. Set a man on fire and he is warm for the rest of his life.
When I first spotted the one near the Mud Gate in the Stone Quarter, I figured it was something for the GMs/Devs similar to what they have in EQ & EQ2. Then I found another one on the Scholar's Walk and later started spotting them in other places as well so I suspect they are unfinished content as others have said. I really would luv to see them lead to Inn room instances that we could rent or even entire building instances for sale but I'm not holding my breath on that one.
Perhaps the same kind of rooms that the UO GMs would whisk you off to to talk to you privately? After this anniversary's envelope debacle I'm hoping they're really the same, the door just being a symbol for "don't let it hit you on the way out". I know, I'm not holding my breath.:/
They are, and there are two in Staddle as well. I've been inside on Bullroarer, and they'll go live with Update 7. I wouldn't agree with the no-content dealie, though. There's a quest chain that connects all of the new doors.
But shh! Don't tell anyone! All the answers in this thread are much more amusing.
That's right. All the NPC's go there to take a break. Orcs, Gobs... even Sauron is hanging out behind the bar serving drinks until he is needed.
Yeah... you know I'm right. <evil grin>
At the first door at High Stair, is a level 90 door. I tried it, and it was locked, with the message that I was not high enough to enter. How snooty. So, for laughs, I put my ear against the door, just to hear what was going on. Kneecracker was right. It's the NPC break room!
Townsperson Lady: Sweet Moses on a motorbike, my feet are killing me! I've been walking in a loop for 5 months now, and cannot wait for the server to go down so I can take that Stay-cation Turbine promised.
Thomas Thistlewool: Don't hold your breath. Turbine promised me more quests to give out to RPC's since I started, and I've been stuck with the same one. It sucks. At least I got a tent to stand in when it rains. I'm thankful for that, but Turbine promised me more years ago, and I'm still waiting... Hey Sauron. I'll have a skinny caramel macchiato, please?
Sauron: Will that be Grande or Venti?
Thomas Thistlewool: Venti. It's been a long day.
Sauron: One Venti coming up!
Townsperson Lady: Are you serious? I need a drink. Wanna meet at the Prancing Pony later? I hear Turbine's gonna shut down the server on Wednesday. It'll be great. I heard Tad Gardener at the Vault's gonna finally nut up and ask Maud on a date! Can you believe it? They've been working next to each other for years, and now he's asking?
Thomas Thistlewool: Maud's not interested. He's wasting his time.
Townsperson Lady: What do you mean?
Thomas Thistlewool: I mean she's not interested in Tad. She's got a thing for dwarfs. That Traveller dwarf that's always drinking at Barliman's bar? She's totally into him. Poor Tad doesn't have a chance.
Townsperson Lady: Aww. That's too bad. I'd fancy him if he didn't have that mustache. It'd be an improvement.
Sauron: Here's your Venti skinny caramel macchiato.
Thomas Thistlewool: Thanks... Yeah. Maybe his mustache is the problem. That might explain why nobody ever goes to him at the Vault. The line for Maud is always crowded. Poor guy looks so lonely, maybe they should replace him.
Townsperson Lady: Keep it down! Shh! I think I hear somebody at the door. It might be Turbine!

And that's all I was able to hear.
Meanwhile the entire time, the rohhirrim soldier who endlessly hammers in a tent peg hammers down a tent peg in the background- The endless monotony has driven him mad, and it's all he can do now.
I think it's a safe assumption that these are Bree's lvl 90 doors.
Note the last 3 words of your link .

Because they've been changed.

Oh, how lovely it would be to see these doors with no level requirement when you're looking at them outside, interiors being accesible... but once you're in, they'd say "Minimum Level 90"... Reminds me of a certain great song, with a little twist;
"You can check-in any time you like, but you can never leave..."
